  3. Background-Requirement • 1000x of mobile broadband data traffic in 10 years, 80% indoor/hotspot. • Economical, High throughput and bit rate, Good user experience. • Mobile(for Outdoor) + Local/Nomadic(for Indoor/Hotspot) solutions, in one SDO and industry alliance.

Activates • Initiated by MIIT since 2010.06 • Technical discussion and studies began in 2010.12 • tens of face to face meeting, • Leading by CATR, • CATT, CMCC, Huawei, ZTE, INNOFIDEI, China Unicom, China Telecom • Extended in IMT-Advanced Promotion Group • 16 entities included: Government academy, Operators, Manufactures, Colleges. • Will be studied in the Requirement, Technologies and Standard group.

Activates • Government Project Planning • “Enhancement Technologies for Indoor/Hotspot based on LTE-A”, 2012-2013 National Science and Technology Major Project Lead by MOST and MIIT. • CATR, CATT(Datang), CMCC, Huawei, ZTE, INNOFIDEI, Peking University, BUPT • Workshop with ERICSSON and Common Understanding • It is important to ensure that radio-access technologies in 3GPP can operate efficiently in local-area/low-mobility scenarios • LTE evolution for the low-mobility/local-area scenario • The operation on licensed spectrum with operators is necessary and has first priority . As low priority, consider it can work on unlicensed spectrum as complement. • For deployment or usage scenario, focus on operator deployment. • Workshop with Nokia/NSN and Common Understanding • Common understanding with the scenarios and requirement. • Standard development in 3GPP

Solutions and Plan • Extended Spectrum Bands • 1000 times of traffic can not be reached only be technical enhancement • Spectrum suitable for mobile is limited(<3GHz) • Indoor/Hotspot dominate the 80% of 1000 • Short coverage/Low mobility requirement • Wide bandwidth/High throughput requirement • Avoid outdoor-indoor interference, easy to deployment and good performance Extended band from cellular network to high spectrum band(>3GHz)
