    5. 2007 - THE CURRENT CHALLENGE Councils continuing drive to improve services and deliver on all strategic priorities and at the same time: implement single status manage tighter financial settlements secure positive outcomes from external scrutiny engage in the Public Sector Reform debate participate fully in the Efficient Government Programme plan for pre and post May 2007

EFFICIENT GOVERNMENT PROGRAMME A Crowded Landscape Efficient Government Modernising Government Customer First Shared Services Best Value New Models of Governance Use of Efficiency Savings Savings top-sliced to reduce government grant Savings used to minimise council tax, and Savings used to resource and better support service priorities

    10. EFFICIENT GOVERNMENT PROGRAMME Target Public Sector Savings ? Ł1.5 billion by 2007/2008 Efficient Government is not new Programme priorities now identified Current challenge is to improve joint working between councils between council(s) and other parts of the public sector between public and private sectors better address expectations of service users

STV AND MAY 2007 New scheme of Members Remuneration & Severance Scheme New Council Ward Boundaries - 3 or 4 member wards Single Transferrable Vote (STV) for Council Elections Combined Elections - May 2007 E-Counting for both Scottish Parliament and Councils Changes in Electoral Administration eg. No Marked Register

    12. STV AND MAY 2007 Higher than average turnover of Councillors Fewer Councils with overall majority control Further changes in business management arrangements

IMPACT ON HOUSING HOUSING REVENUE ACCOUNT – LANDLORD ROLE Housing Supervision and Management included in efficiency drive Shared Services should reduce central support costs Different models for repairs and major improvements Decentralised Housing Service within Shared Housing Management Unit? More proportionate/targetted audit regulation and inspection

IMPACT ON HOUSING STRATEGIC HOUSING ROLE – NON-HRA More integrated working with other Council Services eg Planning, Social Work, Revenues, Regeneration More integrated working also with community planning partners eg Health – adaptations/equipment, Police – anti-social behaviour Possible potential for shared service approach to match housing market areas with direct responsibility for development funding Internal Integration v Shared Service Approach?

    15. IMPACT ON HOUSING HOUSING ASSOCIATIONS AND OTHER PARTS OF THE HOUSING SECTOR Engagement with Shared Services Programme eg procurement? Better integration of Council/Community Planning Services should improve service to Housing Associations Less Strategic Housing Authorities to deal with? Increased importance of Common Housing Register More focus on rent levels and/or management costs Future role of Communities Scotland

    16. OVERALL IMPACT ON HOUSING Less Homelessness Better Housing Conditions Improved Services
