  3. Tdh initial work on ChildrenLeftBehind Since 1960, Terre des hommes (Tdh) is the leading Swiss child relief agency, working in almost 50 countries for the protection and health of children. In Europe we work directly in 7 countries, and through partners in many more, to strengthen child protection systems. Through our community based CP work, many CLB have been (+are) included in our interventions, however often no targetted support given Clear indication of the phenomenon of labour migration & needs of Children Left Behind by parents migrating in some of our countries of operation

  4. Country levelactivities (Europe) Romania: smallgrants and support for community initiatives for & with CLB (2016-2018) Moldova (2015-2017) Goal: to raise awareness and encourage action with regard to reducing negative effects of migration on children

  5. Country Levelactivities Moldova: 3D animated short film “In Exile”: highlighting the situation of CLB through the story of a boy and his dream that makes him spend all his free time in an abandoned house on a river bank. Information platform & campaign

  6. Country Level activities Moldova Workshops for CP professionals, psychosocial group activities for children and parents, collaborations with diaspora associations, workshops for parents abroad etc.

Children and Youth in Migration Europe Strategy 2016 -2020 Overall goal: children and youth affected by migration in Europe realize their right to be protected along all stages of their migration and seize development opportunities. Main target groups include: Children and youth left behind by parents/caregivers that left in migration Approaches Reinforcing formal/informal child protection systems Direct support to girls and boys Enhancingcommunity protection initiatives Youthempowerment Evidence-basedadvocacy and partnerships Promotion of innovativeapproaches

Mapping the situation of CLB in Moldova, Romania and Ukraine Researchcarried out in November and December 2018 Methodology: desk research, key informant interviews, focus groups withchildren, parents, care-givers Focus: • Review of economic and social framework in MD-RO-UA • Similarities and differencesbetween MD-RO-UA with regards to issues of CLB • Government and Civil Society support • Perspectives of stakeholders

  10. Perspectives of stakeholders “I want to hear I love you in person, not on the phone” “Last time my parents told me that they will be leaving in three days I thought they were joking. But then they left, and it wasn’t a joke anymore…” “Mom, I need you so badly sometimes. I miss you. I don’t need money, clothes. I need you.” “Nobody would leave home if the situation would be good.” “We have in average 20 children per class. In each class there are 3–5 children left behind. Often the departure of the parents is marking the end of their carefree childhood‘’.

Mapping the situation of CLB in Moldova, Romania and Ukraine Areas of intervention suggested: Framework improvement: Government policy and legal frameworks ensure access to quality services across the continuum of care Children & Family Empowerment: CLB and their families are socio emotional competent and well informed about CLB relevant issues Capacity building & Networking: Non-formal and formal actors work together to address new threats and capture new opportunities as well as capacity of key local actors in the child protection system is built.
