Applying for a Permit for an Installation • The Application Process (1) An application must— (a) be made by the applicant on the form provided by the EA; and (b) include the information specified on the form. (2) Every application must be accompanied by any fee prescribed in a charging scheme made by the regulator under section 41 of the 1995 Act or by the appropriate authority under regulation 65. • The EA provides • General Guidance on applying for a Permit and on Risk Assessment • Specific Guidance on Waste Incineration • The “operator” must apply for the permit

Getting the Permit • The Process: • Submit the application to the Environment Agency • Wait for it to be “duly made” • EA advertise the application – available on Covanta web-site • Public Consultation period of 4 weeks • Respond to requests for further information (“Schedule 5 request”) • Draft Permit issued to Covanta to check accuracy • Draft then issued for public consultation • Environment Agency issues permit • The process should take 4 months to issue of draft permit, but may take longer. • The clock stops while responding to Schedule 5 requests.
