Innovision in Strengthening Rural Services Provision (Fisheries) Aquaculture has been a thriving sector for food production as well as for rural livelihood improvement for the past two decades in the developing countries. It is anticipated that this trend will continue and aquaculture will be one of the major contributors to the fish supply in meeting rising demand in the years to come. Innovision recently implemented ‘Stimulating Growth in Culture of Tilapia, Pangus and Koi and Promoting Their Forward Market Access’, a project funded by Katalyst, to support input (fish feed and aqua-chemical) companies in disseminating improved knowledge on appropriate fish culture and also strengthen capacity of private hatcheries through developing their knowledge on hatchery operations and brood management.

Analysis of Market and Rural Services Provision Selection of Rural Service Providers Selection of CDSP and CDE Facilitation Scale up Analysis of Market and Rural Services Provision What we did… For identifying the market constraints, Innovision analyzed the overall market system of Pangus, Tilapia and Koi through service market assessment with the active participation of stakeholders. The identified major constrains were: • Unavailability of quality feed and aqua chemical • Shortage of knowledge source on commercial fish farming • Lack of skills in appropriate pond management • High mortality rate of fingerlings • High price of feed ingredients

Innovision analyzed the existing roles of fish feed and aqua chemical companies and found that some of the large feed and aqua chemical companies were eager to promote high yield species such as Pangus, Tilapia and Koi to capture greater market for respective aquaculture inputs. To create strong distribution channel and ensure more outreach of the input companies, Innovision selected two feed companies and four aqua chemical companies as rural service providers (input supply) in 25 districts of Bangladesh.

Innovision identified some technicians and sales personnel of the selected companies as the capacity development service providers (CDSP), who would initially get trained on better culture practices of Pangus, Tilapia and Koi. Then, in due course, they would impart the knowledge and skills to local dealers and fish farmers. To provide necessary training for trainers (ToT) to the selected capacity development service providers, Innovision chose Capacity Development Expert (CDE) organizations - • Future Leaders • Aims Consultants • Bangladesh Fisheries Research Forum (BFRF)

After getting the training, the selected CDSPs (technicians and sales personnel) were assisted in development of training manuals, farmers’ manuals and dealers’ manuals which were distributed through respective training programs. Then the input companies organized exposure visits, demonstration ponds and field days to educate the farmers on best aquaculture practices of high yield species. Innovision further facilitated the RSPs to develop a training documentary on fish poly culture to reach marginal fish farmers and then the input companies (RSP) arranged series of screenings of the documentary in different rural areas of Bangladesh.

Innovision observed that the facilitated rural services providers (RSP) already started copying the training sessions, workshops and field days in other districts (not facilitated by Innovision) without any assistance. According to the RSPs, popularity and sales trend of their products also experienced remarkable rise. Now, the other companies are also developing their course of actions by following similar framework. On the other hand, through the linkage development, the capacity development expert (CDE) organizations/institutions are now more exploitable to facilitate capacity building of the rural service providers and private sector stakeholders.

  13. Case 2 Strengthening Hatcheries for Better Aquaculture

Analysis of Market and Rural Services Provision Selection of Rural Service Providers Selection of CDSP and CDE Facilitation Scale up Analysis of Market and Rural Services Provision What we did… Innovision analyzed the market system for the aquaculture of three high value species – Tilapia, Pangus and Koi and then set the core objectives of the intervention. Major constraints we highlighted were – • Usage of inbred (genetically poor quality) broods • Inadequate size and age of Tilapia and Koi brood • Poor knowledge on water quality, feeding and brood management • Inadequate supply of quality breeding inputs • High price and low quality of feed ingredients and aqua-chemicals

After necessary analysis, Innovision observed that many of the hatcheries were keen enough to strengthen the capacity of their technical expertise in providing their services. Some interested hatcheries and a number of patilwala (fingerling retailer) across the country were selected as rural service providers (RSP) under the intervention.

Innovision identified some hatchery technicians as capacity development service providers (CDSP), who would initially get trained on hatchery technology and better culture practices. Then, eventually, they would disseminate the knowledge and skills to other hatchery staffs, patilwala (fingerling retailers) and farmers. Innovision also contracted with the suitable institutions (CDE) for the capacity enhancement of the selected capacity builders. The institutions were – • Bangladesh Fisheries Research Institute, Bangladesh • Hue University of Agriculture and Forestry, Vietnam • Central Luzon State University, The Philippines

Innovision facilitated the selected capacity builders (hatchery owners and technicians) through an intensive training on hatchery management in Hue University of Agriculture and Forestry in Vietnam, where a trade-linkage was also established for sourcing quality broods. Innovision further organized similar training program in collaboration with Central Luzon State University (CLSU) in the Philippines for the selected hatchery owners and technicians from Bangladesh. Innovision also facilitated the import of quality strains with the assistance of Phil Fishgen.

To scale up the results out of this model, Innovision developed a linkage between Bangladesh Fishery Research Forum (BFRF) that organized hand-on trainings for the hatchery owners and technicians and published training manuals. This linkage also ensured that BFRF would make the technical supports available for the hatcheries. Moreover, facilitated hatcheries have been extending their capacity development supports as embedded service and providing trainings to the farmers and patilwalas sustainably in further geographic reaches without facilitation supports.
