  2. Chapter 2 - Highlights • All grantees who receive CDBG funds must have a Certified Administrator • Certified Administrators are designated by the Department after successful completion of a written examination offered during the Department’s Certification Workshop.

Chapter 2 – Updates/Changes • Upon recertification, certification becomes effective for three-year periods with the requirements of attending mandatory training courses offered during the period and then a CDBG Recertification Workshop and passing the administered exam at the Recertification Workshop for renewal.

  5. Chapter 2 – Updates/Changes • Those who doe not pass the exam at the Recertification training will be put on probation until the next Full Certification. The person on probation may continue with current agreements; however, the person will not be eligible to enter into new agreements. In order to be removed from probation and regain status as a CDBG Certified Administrator, the person will need to attend the Full Certification and pass the written exam given at the next scheduled Full Certification training. Failure to attend the next Full Certification results in being decertified. (Page 2-2)

Chapter 2 – Updates/Changes • In the Decertification Policy & Process (page 2-3) • Inability to attend the mandatory trainings and pass the exam administered at the Recertification training. • A decertified administrator, who fails to attend the required trainings, will need to wait one year before attending the Full Certification training (see Section 3).

  9. CDBG National Objectives LOW-AND-MODERATE INCOME BENEFIT • (1) Area benefit activities. At least 51% of residents LMI and the benefits are available to all residents of the area. • (2)Limited clientele activities. At least 51% benefited are LMI.(8 presumed groups) • (3)Housing activities. Purpose to improve permanent residential structure, occupied by LMI households. • (4) Job creation or retention activities. At least 51% FTE jobs involve employment of LMI persons.

  10. CDBG National Objectives Aid in the prevention or elimination of slums or blight. • Area basis. Activities must address slums or blight. • Area meets definition for blight or deteriorating according to the law and designated. • Area meets either----substantial number deteriorated or deteriorating buildings OR public improvements (as a whole) throughout area in generally deteriorating state. • Boundaries and conditions of area documented. • Activities assisted limited to those that address conditions contribute to deterioration of the area.

  11. CDBG National Objectives Aid in the prevention or elimination of slums or blight. • Spot basis. Activity must eliminate blight or physical decay not located in designated area. • Activity limited to: • acquisition, • clearance, • relocation, • historic preservation, or • rehab of buildings.

  15. Activity Fundabilitytest • TWO fundamental requirements a CDBG activity must meet for “fundability”. • Eligible • Meets national objective

  16. Activity Fundabilitytest • 1 National Objective Compliance determination based on grantee application narrative and activity source/uses of funds Part II of application. Failure to meet project national objective as stated in the grantee contract results in disallowance of CDBG funds with repayment to State of Nebraska for funds drawn.
