  7. The journey to ADDC – a pocket history Our objective was: Through a collective voice to establish disability as a cross cutting issue in Australia’s aid and development program

  8. A pocket history 1990s Limited advocacy to Government (mainly by individuals) 1998 CBM raised disability into Jubilee ‘drop the debt’ campaign 1999 - WVA created a paper: Challenge and Hope: Disability, Disease and Trauma in the Developing World

  9. A pocket history 2000 Creation of ACFID “Disability and Development” Working Group First meeting: - CBM (lead agency) - WVA - Fred Hollows Foundation - TLM (The Leprosy Mission ) - ACFID

  10. ACFID Working Group Objectives (condensed) Through a collective voice: 1. To see disability issues gain more significance in the development sector. 2. To move ‘disability’ from being a perceived welfare issue, to a development and rights issue. 3. To assist AusAID in developing a policy on ‘disability and development’. 4. To encourage the establishment of an AusAID ‘window’ for disability in development. Note: we didn’t mention inclusion

Gathering evidence • People with disabilities make up 20% of the world’s poorest people (World Report on Disability) Our platform message • One third of all the children not in school have a disability (World Report on Disability) • Girls and young women with disabilities are 2-3 times more likely to suffer sexual and other abuse (DFID) • As many as 20 million women per year suffer disability as a result of pregnancy & childbirth (UNFPA).

A pocket history 2002 - ACFID Council – unanimous passing of policy on “Disability and Development” 2003 – ACFID seminar for AusAID on Disability and Development 2003 - ACFID Council – presentation and resolution on “Disability and the MDGs” 2005 – CBM Aust strengthened by bringing in: a) Dedicated advocacy officer (Paul Deany) b) Solid disability expertise (Dr Kirsty Thompson)

  15. ADDC 2006 ADDC founded Concurrently: development of the UN Convention on Rights of Persons with Disabilities (UNCRPD) - 2006 – 2007 : Political engagement - role of Bob McMullan - CBM remaking itself internationally >Clear role in improving quality of life and disability inclusion

Milestones of Government and AusAID from 2007 Immediate commitment to “Disability in Development” (including prevention of blindness) 2008/9 – signing and ratification of UNCRPD 2007/8 – highly participatory development of “Development for All” strategy (award received by AA Disability team).
