Focus Areas • Project focus is on unclassified information sharing for the purposes of partner collaboration in support of USEUCOM and USAFRICOM missions • Scoping of experiment to examine at COCOM-JTF level interaction in a HA/DR scenario and develop information sharing guidelines with (in priority order): • Other US Agencies in a Whole of GOV approach • Host nations • Non-military responders/NGOs • Multinational/multilateral through NATO and UN OCHA • Use of APAN as proxy for Unclassified Information Sharing Capability (UISC)

  6. Solution Evaluation Considerations • SDW identified, consolidated, refined, and vetted potential solutions to be examined. These fall into two general baskets: • Policy, Process and Procedures • UIS Technical Enhancements • IMISAS experimentation must address both, with emphasis on the “How” of information sharing: means, methods, and policy • Who shares what information with whom? • Where and how do participants get information? • What are thebarriers to sharing information?

Experiment Design • UIS Technical Evaluation • Evaluate proposed business rules for technical enhancements • Conducted via distributed sites with pre-scripted “use cases” • Potential tool for Analytic Wargame (AWG ) • Analytic Wargame • Focused on policy, process and procedure • Primarily Concept Refinement LOE • Investigate optimal integration of new processes into most effective, comprehensive solution • Examine tradeoffs and synergistic effects between alternative combinations

Products • Unclassified Information Sharing (UIS) Handbook for the warfighter to more effectively engage and work with the U.S. Government internally and to provide and share information with other partners (MN / C, IGO, NGO, private sector) in HA / DR operations • Experimentally validated recommendations for changes to facilitate information sharing with a range of partners in a HA / DR environment: • Doctrine • Policy / Procedures • Enhancements to UIS platform capabilities • Architecture mapping (OV’s and SV’s)
