What is ICT • ICT covers any information that will store, retrieve, manipulate, transmit or receive information electronically in a digital form. i.e: PC, email, Mobile phone etc. • Standard Application: Word Processing, Spread sheets, Database, Accounting package,(MS Word/Oracle/SQL/PPT/Access & many more • Network; Submarine cable, Fiber optics, LAN, WAN, Radio Link etc

What is e-Government? • Automation of government activities, such as: • day-to-day communication such as notification of a meeting time • accessing documents such as meeting minutes, policy documents • accessing needed data such as export growth of a certain commodity • tracking progress of government projects • disseminating policies and strategies such as laws passed at the Parliament

  6. What is e-Government? (contd.) • e-Government is NOT about • changing existing government processes • e-Government is about • making existing government processes more efficient • a more efficient decision-support system • a more efficient communication system • saving time and money

  8. e-Governance and e-Government • e-Governance comprises of the following three components: • Government-to-Citizen (G2C) interaction such as utility bill payment • Government-to-Business (G2B) such as corporate tax filing • Government-to-Government (G2G) such as internal e-mail • e-Government provides foundation for e-Governance

  9. Example of G2C:e-Citizen Portal of Singapore • Information organized according to topics • Specific entry points for: • Teenagers • Working adults • Senior citizens • Foreigners • Government feedback channel

  10. Example of G2C:e-Prohelan of Malaysia • e-Government procurement project • Enables suppliers to do transactions with the government over the Web • Involves about 3,500 federal government procurement centers and 30,000 government-registered suppliers

Example of G2G:e-Police in Karnataka • Equipped 153 police stations with computers with a plan to computerize all future police department activities • Computerized police department information such as payroll, PIS, theft cases and other records • Developed a digital complaint registration system

Experiences at Home • Online Daily Market Price for the Ministry of Agriculture; Web Address: www.dam.gov.bd • Daily market information from 30 districts has been made available online • Price information of about 260 agricultural commodities has been made available • Data can be easily downloaded from the website by specifying the commodity, the market and the date-range • Historical data of agricultural products has been stored in a digital format so that they can be used for analytical and research purposes

Experiences at Home • Online Public Exams Results and Education Statistics under Ministry of Education; Web Addresses: www.moedu.gov.bd, educationboard.gov.bd, banbeis.gov.bd. • Making results of Board exams available online • Making exam registration information available online • Making different kinds of education-related application forms available online • Taking necessary steps to allow data interchangeability between relevant offices, such as Ministry of Education, BANBEIS and Education Boards • Decentralize the process of entry of education-related data to district levels through computerization of all DEO’s offices

Experiences at Home • Interactive Website for Ministry of Expatriate Welfare and Overseas Employment; Web Addresses: www.probashi.gov.bd • Relevant information about the responsibilities and activities of the Ministry and its subsidiaries • Database of key personnel • Annual reports, strategic plans, portfolio budget statements, important speeches by the Honorable Minister • Various downloadable forms • Online forms regarding expatriate statistics that can be submitted by embassies abroad through a secure system • Online job search-system • Links to international job-portals

Stages of e-Governance 1st stage: Within individual offices 2nd stage: Among different offices 3rd stage: Operations and responsibilities integrated through ICT systems Bangladesh is now in the process of moving to the second stage, with key policy-making institutions such as the Prime Minister’s Office, Bangladesh Secretariat and the Bangladesh Planning Commission are inter-connected.
