Qwest Interconnection Negotiation Process Start • CLEC/Reseller contacts Qwest • IPM forwards requested information 1 • CLEC/Reseller makes subsequent contact with IPM to request negotiations. 3 CLEC/Reseller Requests Negotiations 2 No Yes • Arbitration clock begins 4 • IPM logs CLEC/Reseller in Qwest’s Interconnection Negotiation Database. • Documentation provided to CLEC/Reseller including: • Generic Confidentiality Agreement • Negotiation Team List • Call Information document • Lead Negotiator notified of new assignment 5 Account Assignment Path 5A Account assignment form requested by the IPM once the CLEC/Reseller starts the contract process with Qwest. When Account Assignment form is completed it is sent to the appropriate contact for assignment. 5B • CLEC/Reseller may choose to: • Negotiate (If parties do not agree with contract language) • Re-negotiations (expired agreement) • Opt In in its entirety(negotiation not required) (If Parties agree to contract language) 6 Parties agree to contract language Yes • Qwest forwards 3 original agreements to CLEC/Reseller for execution. • CLEC/Reseller returns signed originals to Qwest for execution by Director of Interconnect. 7 Sales Executive notifies CLEC/Reseller of assignment and provides a copy of the Questionnaire. 5C No Arbitration Process • Opportunity for Early Ordering trigger 8 • IPM tracks Negotiation process and forwards 3 signed originals to Contract Development & Services for commission filing. 9 • Commission Approves Agreement 10 • Contract Development & Services sends notification to distribution list of approved or disapproved agreements. 11 • Qwest will consider amendments or memorandum of understanding to commission filed and approved agreements. 12 NegotFlowChart120401 Last Updated November 27, 2001
