  1. A Presentation to the Partnership for Clean Air General Assembly Auditorium C, Asian Development Bank 20 October 2005 ENERGY & CLEAN AIR PROJECT

  2. Project Overview WHO WE ARE… A 4-year project (Oct 2004 – Sept 2008) of the US Agency for International Development (USAID), being managed by PA Consulting Group. It provides technical assistance (TA) to government agencies and civil society partners that are working on energy reforms and cleaner air. • Energy agencies: DOE & Family, ERC • Clean Air agencies: DENR, DOTC/LTO, DTI • Civil Society – NGOs/PVOs, Academe, Private

  3. U S A I D R e s u l t s F r a m e w o r k Tasks 1: Strengthen Sector Governance 2: Improve Policy Frameworks 3: Increase Public Understanding & Support ECAP Technical Assistance Framework ECAP Energy Clean Air Improve the supply of cleaner, affordable, and reliable energy in power, transport, and other applications Improve air quality through the reduction of vehicle emissions

  4. Office of Energy & Environment Affiliated Energy Agencies Clean Air Component Energy Component Other CAA-Implementing Agencies: DOTC/LTO, DTI DOE DENR Private Sector NGOs/PVOs Academe

  5. ECAP’s Clean Air Stakeholders Government Industry/ Private Sector Civil Society DENR Academia Vehicle Manufacturers DOTC (LTO, LTFRB) NGOs PUV Fleet Operators DTI (BPS, BIS, BTRCP) Transport Organizations/ Federations/ TODAs DOE-AFETD MMDA DOH Other Donors namely ADB, WB, UNDP, & SIDA DOST DepEd TESDA LGUs

  6. THE CHALLENGES WE FACE… • Unhealthy levels of pollutants in the air sheds of major urban centers • High emissions from diesel-powered vehicles • Dependence on carbon-burning transport fuels • Predominant use of less efficient second-hand engines/ less efficient 2-stroke engines by PUVs • Lack of proper vehicle maintenance among drivers • Improper road behavior that aggravates traffic congestion and mobile-sourced emissions • Lack of public support for community actions on clean air

  7. WHAT WE DO… 1 Strengthening the Implementation of the Clean Air Act 2 Strengthening the Vehicle Inspection & Maintenance System 3 Strengthening Local Governance for Clean Air Reforms 4 Strengthening Public-Private Partnership

  8. ENERGY AND CLEAN AIR INTER-PHASE Promotion of Alternative Fuels for Transport • Convergence of energy and clean air components • ENERGY: Policy Side • CLEAN AIR: Implementation Side

  9. EXPECTED RESULTS… 1 No. of diesel-powered vehicles compliant with emission standards prior to registration increased by 80% in four project sites 2 Level of PM10 contribution from mobile sources reduced by 30% 3 Cleaner vehicle fuels used by national government agencies, 50 top corporation fleets, and at least 50% of public vehicles in project sites 4 At least 1 coalition with academic, research, & NGOs established in L, V, & M 5 A Clean Air Info Database Developed

  10. Strengthened Sector Governance through… WHAT WE HAVE DONE SO FAR … Clean Air High Level Consultative Panel – All CAA Agencies National Transport Summit – w/ DOTC Capacity Building on National Standards Law - w/ DTI Medium Term Land Transport Action Plan : (Clean Emissions-Clean Air Program) - w/ DOTC Capacity Enhancement on Anti-Smoke Belching – w/ DENR

  11. WHAT WE HAVE DONE SO FAR... Improved Policy Frameworks through… Development of LGU Ordinance on Anti-Smoke Belching Evaluation of PETC Industry Performance – w/ DOTC & DTI Review of Emission Standards for Motor Vehicles – w/ DENR Analysis of Options for Privatization of MVIS – w/ DOTC Reviewing the Effectiveness of AQMF – w/ DENR Policy Forum & Donor Collaboration on Sustainable Transport Systems – w/ Academe & ADB

  12. WHAT WE HAVE DONE SO FAR … Improved Public Understanding & Participation through… • Coalition Building in Target Cities • ECAP’s Academe-Based Project Offices • Baguio - University of Cordilleras • Cebu - University of San Carlos • Davao - Ateneo de Davao University • MMla - Ateneo de Manila School of Government • Association of Metro Manila ASB Units • Baguio City Bantay Kalinisan Task Force • Cebu Clean Air Task Force

  13. WHAT WE HAVE DONE SO FAR … Improved Public Understanding & Participation through… • Public-Private Partnerships for Clean Air • Bantay-Tambutso: Smoke Free Malls – w/ DENR • Environment Month IEC Campaign – w/ DENR
