Community Funds in Resource Blocks: Issues • All SHGs that have completed 3 months of successful Panchasutra should receive RF • Only 77% three-month old SHGs in Resource Blocks have received RF • Protocol for release RF within 15 days of completion of 3 months should be established. • Based on the list of SHGs with details, the release can be made immediately into the SHG account PRC MEETING - 18th Sep'14
Community Funds in Resource Blocks: Issues • All SHGs that completed 6 months of successful Panchsutra should receive CIF • Only 36% six-month old eligible SHGs in Resource Blocks have received CIF • Protocol for completing MCP/MIP on completion of 6-months should be established • 6-10 MCP/MIP trainers per cluster need to be available for conducting the MCP/MIP • MCP/MIP need to be appraised by the VO (or a loose VO, leaders of SHGs at the village level) in the village itself within 15 days of the conduct of MCP/MIP • CIF amount need to be released within a week of appraisal of MCP/MIP PRC MEETING - 18th Sep'14
Community Funds in Resource Blocks: Issues • Wherever VOs have come up, CIF could be released as a lump sum installment to VO. • VO in turn would release to SHGs based on the appraised MCP/MIP • Wherever VOs have come up, VRF releases may be initiated • Establish simple protocol to release VRF in 2-3 installments • Release the first installment immediately if VO practices all basic norms • Towards ‘SHG Act’ – UNDP Round Table in October PRC MEETING - 18th Sep'14

SHG Performance: Bench Mark • In 10 years, a typical SHG member should access at least Rs.2.5 lakh as credit. Rs.6.0 lakh is a possibility (projected) • The average NRLM investment per member is Rs.15,000 and, therefore, the leverage should be at least 15 times. • Across the states, SHGs in Resource Blocks are hovering around this curve as for Year-1 and Year-2 are concerned. HR Issues • HR Manual – Majority SRLMs yet to customise and adopt • Need for a COO from ‘Development Sector’ in each State Mission • Rationalize HR in view of Communitization and Collapse of Specialization and Phasing • 4 at BMMU, 4 at DMMU, 15-20 at SMMU. Add additional positions only when layering begins. • HR – Ensure that hygiene factors are improved – rational salary structure, timely salary payment, claim reimbursements, etc. • Fitment of Government staff, still not complete • Institute HR Performance Monitoring System PRC MEETING - 18th Sep'14
Lag in Induction of Staff • States need to follow the detailed induction module for staff induction shared by NMMU • The induction and immersion should be completed within first 3-4 months of their joining the Mission • Ensure village (night) stay (15-30 days), accompanying CRP rounds (15-45 days), attachment with grassroots worker (10-15 days) • Ensure 8-15 days (nights) per month in Resource Block for all staff • Ensure internalization of 10-year cycles of typical HH, SHG, VO, CLF and Block processes • Collapse of specialization of staff and everyone as a NRLM team member responsible for an area PRC MEETING - 18th Sep'14
Capacity Building Missions to States to develop self reliance of SLRMs in Capacity Building • NMMU Missions to States on CB, HR and Processes towards self-reliant CB • Chhattisgarh, Jharkhand, and Odisha initiated • First round in Bihar – by end September 2014 • Joint SRLM-NMMU Assessment Visits will be planned in October-December in other states PRC MEETING - 18th Sep'14

NRLM Fellows • 28 NFs inducted for 90 days at NIRD and would be based at OMPLIS/SERP as NMMU pool initially. Majority of them would service NE and NW states. • NMMU support to states for - recruiting, inducting and making NFs available to them. • States may indicate their requirement of NFs [Rajasthan has already indicated] • NFs to be paid Rs.40,000-50,000 per month, for 2 years; extendable by another 1 year • NMMU would recruit through advertisement and campuses, SLRM will participate in the selection • Induction at NIRD and SERP at NIRD cost • Confirmed (based on the performance in induction) NFs made available to states • States need to pay their remuneration for the entire period PRC MEETING - 18th Sep'14
