What will I learn? Learning Intentions (Pupils should be able to): Describe UK legislation to reduce racial inequality in the UK. Give examples of government action to reduce racial inequality in the UK.

Race and the Law • Central government and local authorities have a range of policies in place to try and reduce discrimination. These are: • Race Relations Acts 1965 and 1976– These laws make it illegal to discriminate on grounds of colour, race or ethnic/national origin in public places. The 1976 Act also set up the Commission for Racial Equality (CRE) which in 2006 merged with the other equality bodies to form The Equality and Human Rights Commission (EHRC). • Race Relations (Amendment) Act 2000 and 2003 – Public organisations must be pro-active in promoting racial equality. The 2003 Act requires all employers to take reasonable steps to prevent discrimination.
Race and the Law • Racial and Religious Hatred Act 2006 – In England and Wales it is an offence to intentionally stir up racial hatred. In Scotland, stirring up religious hatred is an aggravated offence. http://edlcriminals.com/category/religiously-aggravated-offence/ - examples • http://www.theregister.co.uk/2007/09/13/religious_hatred_act/ - difficult to enforce? • The Equality Act 2010 – Brings together a range of equality legislation (116 in total). The bill will allow companies to discriminate in favour (i.e. ‘positive discrimination’) of female and ethnic minority candidates of equal ability, though companies would not be forced to use positive discrimination.
Recent Prosecutions and Convictions under 2006 Racial and Religious Hatred Act • Is the act having much of an impact? Perhaps not.
Campaigns Against Racism – Show Racism the Red Card • Show Racism The Red Card is an anti-racism educational charity. They aim to combat racism through enabling role models, who are predominately but not exclusively footballers, to present an anti-racist message to young people and others. • Show Racism The Red Card acknowledges that racism changes, as do the experiences of Black and Minority Ethnic communities in the UK. • Their message and activities therefore need to be able to respond to such changes as and when appropriate. They achieve this through: • Producing educational resources. • Developing activities to encourage people, including young people, to challenge racism.

Campaigns Against Racism – One Scotland • The Scottish Government is committed to promoting equality of opportunity and social justice for all those who live in Scotland. This means tackling discrimination and prejudice and challenging the systems, behaviour and attitudes that cause or sustain them. • One Scotland: No Place for Racism is the Scottish Government campaign designed to tackle racism. • It aims to raise awareness of racist attitudes, highlight its negative impact and recognise the valuable contributions that other cultures have made to our society – and make Scotland no place for racism.
