  2. The AOS is a form of consolidation that allows individual school committees to govern their schools with limitations. The duties and responsibilities of the local boards will be determined by the AOS board once it is formed. Budgets for each school would be developed by the local school board. These budgets would be approved through the new budget validation process used for the 2008-2009 budget. In the proposed AOS there will be 10 Boards, 9 Schools, 9 teacher contracts and 2 support staff contracts. The AOS Budget for Central office functions will also be required to use the Budget Validation process for budget approval. ALTERNATIVE ORGANIZATIONSTRUCTURE

The AOS Board will be comprised of appointed members of the sending town school committees as well as members of the towns within the Great Salt Bay C.S.D. and the Boothbay Boothbay Harbor C.S.D. The AOS Board will be made up of 1 representative from each of the following towns: Bremen Bristol Boothbay Harbor Boothbay Damariscotta Edgecomb Jefferson Newcastle Nobleboro South Bristol Southport The Composition of the AOS Board

  5. Method of Voting for the AOS Board The votes of the individual members of the AOS School Committee shall be cast on a weighted basis based on student population.

Boothbay: 162 votes Boothbay Harbor: 117 Southport: 35 Edgecomb: 61 Total: 375 votes representing Union 49 and the Boothbay-Boothbay Harbor CSD Bristol: 139 Damariscotta: 100 Newcastle: 98 Nobleboro: 85 South Bristol: 44 Bremen: 40 Total: 506 votes representing Union 74 Jefferson: 119 Votes per AOS School Committee Member

AOS School Board Responsibilities • AOS Board will oversee: • Central Office Functions • Central Office Budget • Superintendent of Schools • Business Manager • Curriculum Development • Special Education Programs • Plant Operation and Maintenance • Transportation • Food Service • Personnel Contracts

  8. Estimated Cost Savings • 2009-2010: 65,000 dollars as the result of closing the Jefferson Superintendent’s office. This savings will be offset by 75,000 dollars in estimated additional expenses the first year for start up costs and legal fees as well as the loss of state subsidy. 2010-2011: 75,000 from consolidating the Central office into one location. It is important to note that projected costs savings can not be determined until the referendum vote takes place and we know which towns have voted to consolidate. The numbers above assume that all towns have voted to consolidate. These numbers reflect the AOS budget only. They do not reflect the individual school budgets that will be developed for each school annually.

  9. Penalties--Boothbay-Boothbay Harbor C.S.D. The Boothbay-Boothbay Harbor C.S.D. will lose 50% of State Subsidy if they vote not to consolidate. Subsidy in 2006-2007: 850,143 Subsidy in 2007-2008: 826,733 Subsidy in 2008-2009: 394,354 Adjusted Subsidy 08/09: 354,919 after curtailment If Subsidy remains at 354,919 the penalty will reduce subsidy to 177,450 dollars. Boothbay @ 63.49% cost share would see an increase in assessment by 112,669 dollars. Boothbay Harbor @ 36.51% cost share would see an increase in assessment by 64,787 dollars.

Penalties: Southport If Southport votes not to consolidate they will lose 50% of their State Subsidy Subsidy in 2006-2007: 50,485 Subsidy in 2007-2008: 58,057 Subsidy in 2008-2009: 31,322 Adjusted Subsidy 08/09: 28,190 If the subsidy remains the same as 2008-2009, the penalty for not consolidating will be 14,095 dollars

  11. Penalties: Edgecomb • If Edgecomb votes not to consolidate the following penalties shall apply: • 50% less funding for Central office costs. Currently central office costs are funded at 204 dollars per pupil.Voting not to consolidate would reduce it to 102 dollars per pupil. This would reduce subsidy by 18,666. • The required local contribution needed in order to receive subsidy would increase by 2%. In FY 08, the required local contribution was 1,414,800 dollars. Increasing this contribution would mean the town would have to raise 2% more or 28,000 dollars more locally in order to receive their subsidy. The town already raises these funds in additional local dollars 3. Debt service on projects already built will not be subject to penalty.

Edgecomb Subsidy • Subsidy in 2006-2007: 352,452 • Subsidy in 2007-2008: 324,544 • Subsidy in 2008-2009: 217,970 minus curtailment of 51,000 • Re-adjusted 2008-2009 subsidy: 166,970 • Applied Penalties: Reduced subsidy for Central Office costs: 18,666 This would reduce subsidy from 166,970 to 148,304 These numbers do not include the debt service on the new building.

  13. Commonly Asked Questions • Will school choice exist? School choice for those schools who had school choice prior to consolidation will continue to have school choice. Boothbay-Boothbay Harbor C.S.D. is the only school in the proposed AOS that will not have school choice. • What High Schools are in the AOS? Boothbay Region High School is the only public High School in the AOS. Lincoln Academy, while located in Newcastle is not part of the AOS as they are a semi-private High School. • Can any student attend Lincoln Academy? Only those students who come from towns with school choice may choose which High School they would like to attend. • Does Lincoln Academy accept all students? No. Any students in the proposed AOS not accepted by Lincoln Academy or any other school WILL BE enrolled at Boothbay Region High School.

  14. Commonly Asked Questions • What will happen to existing central office contracts? All existing central office contracts will be honored in the new AOS until their expiration date. This translates into: • 2 Superintendent contracts • 1 Business Manager Contract • 2 Special Education Director Contracts • 2 Curriculum Coordinator Contracts • 1 Facilities Director Contract • 2 Transportation Director contract • 2 Food Service Director contracts. • What will happen to other central office personnel? Union 49 is currently understaffed by one person and Union 74 is currently understaffed by 1.5 people. It is expected that current employees will maintain a central office position.

  15. Commonly Asked Questions If our community votes to consolidate now and decides later on that they no longer want to be part of the new district can they opt out? The CLCSS Interlocal Agreement does outline a formal process for a town to opt out of the new district. The Commissioner of Education would make the final decision on a case by case basis. If our community votes not to consolidate now, will they be able to join the new district at a later date? There is no legislation that would prevent our community from joining a district at a later date.
