  1. PIHL REALIGNMENT PLAN Welcome Wednesday, November 20, 2013 Wednesday, February 5, 2014 1

  2. PIHL REALIGNMENT PLAN Topics • Background • Premises • Objectives • Recommendation • Competitive Formula • Additional Considerations • Frequently Asked Questions • Open Forum • Closing Statements 2

  3. PIHL REALIGNMENT PLAN Call to Order Call to Order Background BACKGROUND 3

  4. PIHL REALIGNMENT PLAN Background Contributing Parties • Competition Committee • PIHL Coaches Council • PIHL Executive Committee • Dave Fryer Canon-McMillan 2004-05 • Won 20 games… 14 games tied or trailing after 2 periods • Player Development via consistent competition • Foundation for team that won Penguins Cup in 2010 • Despite moving to AAA in 2007! 4

  5. PIHL REALIGNMENT PLAN Background Timeline of Plan • Fall 2006 – First pass with formula • February 2007 – Public release • March 2008 – New revision • March 2013 – Competition Committee + Coaches Council • November 2013 – Present version + PIHL EC 5

  6. PIHL REALIGNMENT PLAN Call to Order Call to Order Objectives OBJECTIVES 6

  7. PIHL REALIGNMENT PLAN Objectives #1: Increase game competition • Decrease the number of lopsided games #2: Improve the on-ice product • Attract players to the opportunity to fairly and consistently compete against most teams #3: Place teams where they have potential to compete • Account for all factors influencing on-ice performance #4: Properly structure the Open Division • Varying stages of the “maturation process” #5: Minimize the human factor in team placement • Objective metrics rather than subjective opinions 7

  8. PIHL REALIGNMENT PLAN Call to Order Call to Order Premise PREMISE 8

  9. PIHL REALIGNMENT PLAN Premise Traditional method for classifying HS sports = Enrollment Assumption of these other factors being roughly equal: • Access to facilities • Number of weekly practices and regular-season games • Funding for sufficient equipment to provide to players • Availability of qualified coaches • Access to school-provided transportation to practices/games • Minimal roadblocks for any student who wishes to participate in a scholastic sport 9

  10. PIHL REALIGNMENT PLAN Premise The number of students = largest variable • A larger school = more good athletes • More good athletes = competition for playing time • Competition for playing time = accelerated development Therefore… • Like-sized schools = level playing field POTENTIAL TO COMPETE! 10

  11. PIHL REALIGNMENT PLAN Premise Additional factors to consider for the sport of ice hockey: • Number of available hockey players within the district • Proximity of a rink (or multiple rinks) to the school • Quality/existence of amateur hockey programs in the school’s area • Number of JV, Middle School, and Developmental teams within a program • Money within the community to support the large expenses incurred by hockey players and programs • Socio-economic demographics of the school district • Amount of travel involved to play a full slate of games against other equivalently competitive teams • Natural local/regional rivalries that exist • Proximity of a private school with an established hockey program 11

  12. PIHL REALIGNMENT PLAN Premise Difficult to individually measure and/or compare Combine to determine the quality of the Varsity team • “the product on the ice” Deduction: measured by Varsity winning percentage Enrollment + Winning Percentage = POTENTIAL TO COMPETE 12

  13. PIHL REALIGNMENT PLAN Call to Order Call to Order Competitive Formula COMPETITIVE FORMULA 13

  14. PIHL REALIGNMENT PLAN Competitive Formula Metric #1: Account for PIAA-based enrollment • Male students in grades 9-11 • PIAA enrollment figures • Adjust West Virginia teams accordingly • Two-year cycle • New enrollment figures released in December 2013 • Apply to 2014-15 and 2015-16 seasons 14

  15. PIHL REALIGNMENT PLAN Competitive Formula Metric #2: Account for 3 years of Varsity Win Pct • Balance of recent and historical success • Does not give too much credence to a single season of great success or unusual struggles • Weighted values are applied for the classification in which that winning percentage was obtained • AAA = 1000 (also approximate value of highest enrollment) • AA = 600 (60% of AAA) • A = 360 (60% of AA) • Open = 216 (60% of A) 15

  16. PIHL REALIGNMENT PLAN Competitive Formula Application: Sort teams based on sum of enrollment and weighted winning percentages ENROLLMENT + (PCT1 x WEIGHT1) + (PCT2 x WEIGHT2) + (PCT3 x WEIGHT3) TOTAL 16

  17. PIHL REALIGNMENT PLAN Competitive Formula Raw Winning Pct Yearly Points Weighted Value TOTAL POINTS Example: West Allegheny • PIAA Male Enrollment = 412 • 2012-13 Winning Pct (AA) = .316 x 600= 189 • 2011-12 Winning Pct (AA) = .857 x 600= 514 • 2010-11 Winning Pct (AA) = .650 x 600 = 390 412 + 189 + 514 + 390 1506 17

  18. PIHL REALIGNMENT PLAN Competitive Formula Raw Winning Pct Yearly Points Weighted Value Example: Block of teams (prior to 2013-14) 18

  19. PIHL REALIGNMENT PLAN Call to Order Call to Order Proposals PROPOSALS 19

  20. PIHL REALIGNMENT PLAN Proposals #1: Apply the Competitive Formula to all pure teams • Calculated at conclusion of the season • Announced at the PIHL Annual Meeting • Pure teams aligned into 3 classifications based on formula • AAA consists of the teams ranked highest by the formula • AA has the next-highest ranked teams • A is comprised of the lowest-ranked teams 20

  21. PIHL REALIGNMENT PLAN Proposals #2: Open Division redefined as Co-Op Division • Move all pure teams into appropriate classification • No pure teams permitted in Co-Op Division • Division shall only consist of co-op teams • A school with 15+ players in grades 9-12 must be pure • No program shall field a 2nd Varsity team in the Co-Op Division; JV Elite/Opt-in Division 21

  22. PIHL REALIGNMENT PLAN Proposals #3: Create two levels within the Co-Op Division • Improve the competitive balance among those teams • Options • More mature vs. less mature teams • Retain some considerations for geography • Application of Competitive Formula • Creation of new/modified formula • Establish an opt-in level 22

  23. PIHL REALIGNMENT PLAN Call to Order Call to Order Additional Considerations ADDITIONAL CONSIDERATIONS 23

  24. PIHL REALIGNMENT PLAN Additional Considerations #1: Frequency of re-alignment • Competitive Formula changes annually • Enrollment numbers are published biannually • Likely need to re-align more frequently, at first • Means to achieve an accurate alignment #2: Number of teams in each classification • Even distribution, where possible • Example: If there are 60 pure teams, all classifications will have 20 teams • Fill lower classifications first, if not evenly divisible by 3 • Example: If there are 61 pure teams, AAA and AA will have 20 teams and A will have 21 teams 24

  25. PIHL REALIGNMENT PLAN Additional Considerations #3: New teams • All new pure teams placed into Class A for at least their first season • Apply Competitive Formula for subsequent seasons #4: Game schedule • Total number of games for Varsity teams • Seeking 20-24 range • Scheduling template options • Balanced – play everyone equal number of times • Imbalanced – more games against teams within shorter drive 25

  26. PIHL REALIGNMENT PLAN Additional Considerations #5: Divisional alignments • Two conferences vs. no conferences • No divisions vs. multiple divisions • Proposed change to PIHL by-law #6: Playoff format • Number of teams • Number of byes, if any • Seek to eliminate these • Considerations for differential in strength of schedules • Balanced versus imbalanced schedules 26

  27. PIHL REALIGNMENT PLAN Additional Considerations #7: West Virginia teams • Pure WV teams eligible for Penguins Cup • Not eligible for PA State Final • If WV team wins Penguins Cup, the finalist from PA advances to the State Championship • Example: New Jersey teams are eligible for the Flyers Cup in Eastern PA • NJ team won the 2013 AA Flyers Cup, so the finalist advanced to states #8: Teams requesting a move into a higher classification • Example: Southwest High School is slotted into AA, but they would like to compete at AAA • Process for approving request • Option to move a team down • Offer based on ranking order • Maintain even distribution, where possible 27

  28. PIHL REALIGNMENT PLAN Additional Considerations #9: Maturation of Co-Op Teams • Process for helping/encouraging co-op schools to become pure teams • All-Star Games, playoff format, other • Moving teams up a level within the Co-Op Division • Milestones, time period #10: Junior Varsity and Middle School re-alignment • Options: • Opt-in division • Formula-based • Geographically-oriented • Hybrid/combination • Theory that the “dog will wag the tail” by re-aligning the Varsity level • Future implementation or phased approach 28

  29. PIHL REALIGNMENT PLAN Call to Order Call to Order Frequently Asked Questions FREQUENTLY ASKED QUESTIONS 29

  30. PIHL REALIGNMENT PLAN Frequently Asked Questions QUESTION: If it ain’t broke, why fix it? ANSWER: It is broken! Let’s check the facts… 30

  31. PIHL REALIGNMENT PLAN Frequently Asked Questions 46% Goal differential in PIHL games in 2012-13 season: 31

  32. PIHL REALIGNMENT PLAN Frequently Asked Questions QUESTION: Enrollment works in other sports, especially football, so why can’t that work for us? ANSWER: Is enrollment really working in football? Let’s examine that… 32

  33. PIHL REALIGNMENT PLAN Frequently Asked Questions WPIAL Football Analysis – 2013 season • Week 1 • 60 total games, most were non-conference but within same class • Average score was 38-10 (28-point differential) • 26.7% of games were shutouts (16 games) • 18.3% of games were determined by 14 points or less (11 games) • 41.7% of games were determined by more than 28 points (25 games) • Week 8 • 67 total games, most were conference games • Average score was 38-14 (24-point differential) • 14.9% of games were shutouts (10 games) • 31.3% of games were determined by 14 points or less (11 games) • 40.3%of games were determined by 28 points or more (27 games) 33

  34. PIHL REALIGNMENT PLAN Frequently Asked Questions QUESTION: What is Eastern PA going to think of this for states? Aren’t they going to beat us every year if our elite Single A teams end up in AA and our elite AA teams end up in AAA? ANSWER: Eastern PA is not strictly aligned on enrollment, as it is. AAA is larger private schools and opt-in public schools. AA and A are divided in half by enrollment. They also encompass multiple leagues. And a few facts… 34

  35. PIHL REALIGNMENT PLAN Frequently Asked Questions Pennsylvania Cup Match-ups • 2013 States (2014 enrollments) • North Allegheny (1076) defeated LaSalle (835 private) • Greater Latrobe (539) defeated Parkland (1259) • West Chester East (568) defeated Quaker Valley (218) • 2012 States (2014 enrollments) • LaSalle (835 private) defeated Bethel Park (605) • Council Rock South (788) defeated West Allegheny (391) • Quaker Valley (218) defeated West Chester Rustin (538) 35

  36. PIHL REALIGNMENT PLAN Frequently Asked Questions QUESTION: Why not account for a JV team’s recent record since those kids are going to be Varsity players? ANSWER: JV is still developmental, where winning should be secondary, at best. We do not want to place high value on winning at that level because of it’s affect on another level, especially when they currently play very imbalanced schedules. QUESTION FOR YOU: Which school’s JV football team won the WPIAL JV Championship this past fall? 36

  37. PIHL REALIGNMENT PLAN Frequently Asked Questions QUESTION: Why does the Competitive Formula have to be so difficult? ANSWER: The first priority is to make the Competitive Formula accurate and useful, regardless of complexity. As a secondary consideration, it is wise to have the formula be unpredictable enough that no one can easily calculate what affect a win or loss in their final few games would have on their placement for next season. This helps avoid “sandbagging.” 37

  39. PIHL REALIGNMENT PLAN Open Forum • Please provide feedback • Strong desire to make this the best it can be for everyone • You don’t need the solution, but clearly cite your issue/concern • “I just don’t like it” doesn’t help • One person speaking at a time • Moderated from the stage • The best person will be chosen to answer • Obtain a clear understanding • If you are not sure about something, please ask 39

  40. PIHL REALIGNMENT PLAN Call to Order Call to Order Closing Statements CLOSING STATEMENTS 40

  41. PIHL REALIGNMENT PLAN Closing Statements • Something needs to be done • Hockey in Western PA is not going to look the same in 5 years • Act to stay relevant; be bold to get ahead • Represent this league and this sport, not just your association and your win-loss record • Do what is right, not just what is best for your team today • What is right will ultimately be what is best • Make history! • 1971 • 1999 • 2014 41
