  1. Introduction Training and Dissemination in Asia Pacific Region

  2. PROJECT OBJECTIVES • to develop a training and dissemination strategy for HDM-4 for the next 5 years • to develop training and dissemination materials in support of the strategy • to deliver a training programme in the Asia Pacific region

BUILDING TRAINING CAPACITY • Carrying out a training needs analysis of stakeholder groups • Producing draft training support materials • Identifying and mobilising country ‘Champions’ and trainers from selected countries • Organising and delivering the T3 course • Providing in country support to initial courses in 6 countries

PURPOSE OF DISSEMINATION • Inform National policymakers, so they can facilitate correct use within road and transport organisations • Inform international donors and financiers of the role of HDM-4 • Inform users (and trainers) of the scope and limitations of HDM-4 • Update the groups progressively as HDM-4 is developed

HIGHER ORDER OBJECTIVES • GOAL - To improve the development and performance of the road sector and its use of resources, within the context of national objectives, in order to minimise transport costs • PURPOSE - To generate and sustain increasing application of HDM in road management and sector development in the Asia Pacific region

Objectives of the Train the Trainer course • Developing in-country and regional training capacity • To provide trainers with knowledge, skills and resource materials to bring trainees to Level 1 (Ability to train others) • To provide trainers with set of methods and skills to develop and deliver courses to target groups

  7. TRAINING STRATEGY • Identified learning needs • Modes of training, eg. Trainer led courses or Supported Individual/Group learners • Methods of training • Modular structure, ie. target groups, breadth and depth • Module content • Assessment • Train the trainers • Country training programmes and action plans

  8. INTEREST GROUPS • Experts (researchers, developers and trainers) • Users (technicians, engineers, economists, managers) • Senior people in companies, government and development agencies who shape policy and strategic planning • Undergraduate civil engineering students and others in a similar position • Other groups with no prior experience in HDM

  9. COMPETENCY LEVELS • Level 1 - Ability to train others (TRAINERS) • Level 2 - Operational competence (USERS) • Level 3 - Ability to interpret (MANAGERS) • Level 4 - Awareness (POLICYMAKERS & STUDENTS)

  10. Technical Programme Content • Background to HDM-4 • Road Management • Software environment and operation • Data requirements • Traffic • Modelling road deterioration, road user effects, environment and safety • Road investment appraisal • Project, Programme and Strategy Analyses • Adapting HDM to the locality

In - Country Preparations • Where would the best location(s) be for any training in the country? • What might be the best institutions in which to develop such training? • Who might be suitable personnel to become future trainers of HDM-4 in the country? • What are the in-country training needs? • Who might best benefit from training? • How might training continue?

Outputs from the Training • Improved knowledge and understanding • Increased training capacity • Updated training resource materials • Country action plans • Inputs to Project implementation and development plans • Suitable dissemination and training media for regional and local application identified
