Demotion is when you get a reduction in Rank/Grade when is based on unaccepted performance. • A Seaman Recruit has no Collar device. • 1 and 7/8 of an inch from the collate point, is the distance where the JROTC bar and RANK are placed. • A Navy Commander has two silver bars on the collar insignia. Rank/ Grade
