What is Bond Initiative 2010? It’s a process of identifying current and future facility improvements: • District determines that there are enough major renovations, need for new school(s), and facility improvements to move forward with a study. • District hires a Demographer to project growth over next 10 years, evaluate growth patterns, and recommend areas of improvement. • Board of Trustees builds a community based task force to evaluate need by visiting campuses, talking with staff, and evaluating “best practices” by visiting other school districts. • Harlingen CISD called this community task force a Future Facility Needs Committee with subcommittees that looked at Elementary Schools and Facilities, Secondary Schools and Facilities, Other Facilities, Finance, and Technology.
What is Bond Initiative 2010? continued It’s a process of identifying current and future facility improvements: • Future Facility Needs Committee evaluated facilities improvements to finalize a project list of their recommendations and then presented to the Board of Trustees. • Board of Trustees asks voters for permission to sell bonds to finance construction projects and major purchases such as building additions/renovations, new schools, and facilities. • School district repays bonds over extended period of time from the debt service fund. • District is not required to build bond projects but funds cannot be used for different purposes without voter approval.

Important Facts – IFA and EDA(IFA Instructional Facility Allotment - EDA Existing Debt Allotment) • State will have instructional facility allotment (IFA) monies in June 2010 – one of the highest allotments since it started in 1997. • EDA – additional option for District to access State funds. • EDA has been permanently rolled forward. • State funds will pay approximately 50% of the annual debt service. • Other federal funds may also become available. • If we do not qualify for State of Texas funding, then HCISD will not sell bonds.
Property Tax Impact to Homeowners Estimated Effect on Taxpayers – 30 years Avg. Value 90% value less than
Taxpayers over 65 years of age will see no increase in taxes on existing properties, since levies are frozen for those taxpayers once they have been granted the exemption of over 65, unless they make improvements to their homesteads.
