Focus on country level: Enhancing CSOs and LAs' contribution to development and governance processes • Based on country-based strategies • Support "to and for" CSO and LAs • Multi-stakeholdersapproaches • Invest in capitalisation, knowledge sharing and monitoring • Emphasis on the territory • 1.1. CSOs • 1.1.1. • Enabling Environment and capacity to operate • Contribute in policy processes and in accountability systems. • 1.1.2. • CSO action for improved service delivery in Least Developed Countries and fragile countries • 1.1.3. • CSO action for inclusive economic growth • 1.2. CHALLENGES • Gaps in LAs and CSOs enabling environment • LAs and CSOs working in governance & accountability • Institutional and organisational capacities of LAs and CSOs • Internal governance and accountability of Las and CSOs • Ensuring economic growth is inclusive and sustainable development • Gaps in coordination and dialogue among the different involved in governance and development processes at country level • Limited access by populations to social services • Citizens' public's understanding of development cooperation Development and Cooperation
