MTAIP • 700 Counties Completed in GFY 2006 • Goal was 700 • Harris is obtaining source material this year for balance of nation and a small number of “second cycle” • Harris will deliver last “initial enhancement” counties by April 1, 2008. • Expect to receive over 700 counties this Fiscal Year based on recently passed budget • Will exceed goal of 690 counties

  4. MTAIP • 2484 Counties delivered to date – 77% • 2041 local sources used (includes partials) • 1815 counties met 7.6 meters or better • 419 needed “enhancement” • Status Maps: • http://ftp2.census.gov/geo/maps/mtaip_status/

Boundary and Annexation Survey • Obtains information on legal boundaries and corporate status • Where states have legislative authority, working to establish a state-level BAS • Survey universe varies by year • CY2007 – places of 2,500+ • Response rate currently over 71% • CY2008 – All places/MCDs/American Indian areas • Will be coordinated with LUCA

  6. Boundary and Annexation Survey • Decennial Census Support • Includes a Boundary Validation • Early Summer 2010 • Based on responses by April 1, 2010 to 2010 BAS • ACS/Population Estimates • Based on boundaries as of January 1 and received by April 1 of each year

Transition from FIPS to ANSI • In 2005, NIST announced withdrawal of the following FIPS geographic entity codes: • FIPS 5-2: states and equivalent entities; • FIPS 6-4: counties and equivalent entities; • FIPS 8-6: metropolitan areas; • FIPS 9-1: congressional districts; • FIPS 55-3: places, county subdivisions, and other locational entities

  8. Transition from FIPS to ANSI • The Census Bureau is the maintenance agency for codes for: • States and equivalent entities; • Counties and equivalent entities; • Congressional districts; and • (on behalf of OMB) metropolitan and micropolitan statistical areas and related statistical areas

  12. Transition from FIPS to ANSI • The U.S. Geological Survey is the maintenance agency for codes for: • named populated places; • primary divisions of counties; • and other locational entities. • (All covered under the former FIPS 55)

Transition from FIPS to ANSI • U.S. Geological Survey has proposed adoption of the Geographic Names Information System (GNIS) identifier as the standard code for places and county subdivisions • GNIS ID characteristics: • Up to 8 digits in length; • Permanent (will not change if place name changes) • Unique within nation; • Will not sort alphabetically

Transition from FIPS to ANSI • Geography Division will store and provide GNIS ID codes for the following entities: • States and equivalent areas* • Counties and equivalent areas* • County subdivisions • Sub-minor civil divisions (Puerto Rico only) • Incorporated places and census designated places • American Indian/Alaska Native/Native Hawaiian areas • Alaska Native Regional Corporations • American Indian tribal subdivisions *The GNIS ID for states and counties and equivalent areas is a supplemental code that does not replace the 2-digit state and 3-digit county codes.

  16. Transition from FIPS to ANSI • The Census Bureau’s plans currently call for: • Including the GNIS ID in the MAF/TIGER database; • Including the GNIS ID in demographic, economic, and geographic data products as soon as possible; • Continuing to issue 5-digit codes for places, county subdivisions, and other geographic entities through at least 2012 to support 2010 Census and other tabulation program processing and products.

Participant Statistical Areas • Federal Register Notices with Proposed Criteria • Should be VERY soon • Will post on Census Web site • Will notify SDC List-Serv • Electronic-only program • Use MAF/TIGER Partnership Software or own GIS that provides specified output in accordance with specified business rules
