  1. Future Work on the TSS(after October 2006) Elements for the Attribution of Haze WG’s 2007 TSS Workplan TSS Project Meeting – March 31, 2006

WRAP Technical Timelines • March through May 2006: • Complete 2018 base case EI (version B) • Goal is to complete modeling of the following (in order): • Base02b – final 2002 actual emissions case – CMAQ/CAMx • Planning02b – final 2000-04 “typical” emissions case • CMAQ/CAMx • CAMx with PSAT • Base18b – final 2018 base case emissions projections (rules/controls on the books) – • CMAQ/CAMx • CAMx with PSAT • Make significant progress on CalPuff “subject-to-BART” modeling for sources in 5 states, and coordinate review and display of similar results from states conducting that modeling on their own • Prepare and complete PMF 2000-04 baseline period receptor modeling analyses • Incorporate these modeling results in Weight-of-Evidence formats • Sulfate and nitrate – format #1 • Carbon – format #2 • Dust – format #3 (will likely NOT include RMC results) • Technical Support documentation/tool development

WRAP Technical Timelines • June through August 2006: • Prepare and complete 2018 control strategy EIs • Revised/improve Oil and Gas projections • Presumptive SOx and NOx limits for EGUs from BART Rule • [Possible] Backstop or Active Point Source Cap & Trade program (based on EGUs, include both SOx & NOx, & have a critical mass of emissions in the WRAP region) • Prospective control strategies from each/all states • Modeling • Complete CMAQ/CAMx modeling for above control cases • Complete CMAQ/CAMx sensitivity modeling for 3 to 4 items at the top of the list in the RMC 2006 Modeling Workplan Outline • Continue to make significant progress on CalPuff “subject-to-BART” and “visibility improvement from BART engineering analyses” modeling for sources in 5 states, and coordinate review and display of similar results from states conducting that modeling on their own • Complete displays and data loads for key data results from the CoHA project: PMF 2000-04 baseline period receptor modeling analyses, back trajectories, other work • Complete display and data loads of 2002/2000-04 baseline period and 2018 base case Weight-of-Evidence results in al AoH formats using Technical Support System • Technical Support documentation/tool development

WRAP Technical Timelines • September through Fall 2006: • Complete data loads & displays of Technical Support documentation for: • 2018 Control Strategy EIs and modeling results • BART modeling results • Identify uncertainty and limitations • Final version of tools and displays in technical system

WRAP Technical Support System –transition to planning • Winter 2006-07 through December 2007 plan deadline: • Additional regional modeling? • Planning process in earnest: • Rulemakings • Public hearings • Development work for AoH Technical Support System and transition support for input systems: • EDMS • CoHA • IMPROVE • Address: • Emissions • Modeling • Monitoring

WRAP TSS 2007 Activities List • TSS maintenance through December 2007 [CIRA - Shawn/Rodger] • Hardware maintenance • Software maintenance • Bug fixing • Technical support for web site • Analytical user support through December 2007 [ARS/IM/ENVIRON] • Support SIP writers in understanding existing analyses on the TSS • Support SIP writers in understanding analytical tools on the TSS • Provide analytical support as required (additional analyses on request?) • TSS enhancements through 12/07 [TSS Project Team] • Enhance integration of emissions and modeling data into TSS [Gerry] • Add/enhance capability for user input and export of monitoring, modeling, emissions, and GIS layer data [Shawn/Jeff] • Add capability to integrate other databases on the TSS [Shawn/Jeff/Gerry] • Build on repository of regional/local analyses [Joe/Tom] • Capability to link TSS to other existing web databases [Jeff] • Fuller implementation of metadata [Jeff]

  7. Other ideas to add on for TSS functionality/efficiencies • Examples: • Repository/support for RMC files and software • Fire Tracking System • Emissions tracking • PSD increment database • Critical loads analysis module • Others? • Could start in 2007, but require funding in addition to AoH WG support of TSS operations/improvements listed previously
