  3. Implementation of Civil Works under SSA • In UP the implementation of civil work under SSA has been done mainly on following items : • New primary schools • New upper primary schools • Additional classrooms • Toilets • Handpumps • CRC/NPRC • BRC

Implementation of Civil Works under SSA • The civil works relating to schools has been carried out through Village Education Committees. • The constitution of VEC in UP is as follows: Gram Pradhan Chairman Head Master Member Secretary 3 Guardian Members • Design and estimates of school buildings and addll. classrooms have been developed at the state level and vetted by the Public Works Deptt. and Govt. orders issued accordingly.

Implementation of Civil Works under SSA • Besides, mannual have been prepared for each design and are made available to concerned VECs to supervise the construction work. • Provision for earthquake resistant measures have been incorporated in the designs of school building and addll. classrooms. • Child friendly elements have been incorporated in the design. • Toilets • Drinking Water Facility • Black Board • Green Patti on wall for practice by students

Unit Costs • The current unit costs for various items are as follows : Items Rs. • New primary schools 6.54 lakh • New upper primary schools 8.83 lakh • Multistorey schools 41.04 lakh • Additional classrooms 2.01 lakh • Toilets 0.24 lakh • Handpumps 0.32 lakh • CRC/NPRC 3.00 lakh • BRC 8.00 lakh • New primary school includes school building, toilets, handpump, kitchen shed and boundary wall. • New upper primary school includes school building, kitchen shed toilets & handpump.

  7. Construction of KGBV Buildings • Design and Maps have been developed at state level and distributed to the districts. • The district level committee has been authorized for the selection of government construction agencies. • Contract between DPO and construction agency is signed and as per the contract the funds are transferred to the construction agency. The second and third installments are released after the utilization certificate is provided as per the contract.

  8. Construction of KGBV Buildings • The monitoring of construction work is done at district and state level. • At state level meeting of construction agencies is held every month. Progress Sanctioned Completed Under Construction Unstarted 454 333 121 0

  9. Mainstreaming DRR in Sarva Shiksha Abhiyan AIM • Ensuring Earthquake Resistance construction of all proposed school under Sarva Shiksha Abhiyan. Objectives- • Modification is standard drawing. • Sensitization and Training of all stake holders toensure earthquake safe construction of schools as per modified drawings • State head office administration • Basic & Assistant Basic Education Officers • Junior Engineers and Masons • Village Pradhan and Teachers • Incorporation of all safe construction activities in Sarva Shiksha's portfolio for long term sustainability.

Training of Assistant Basic Education Officers and Junior Engineers Objectives of the Training : • Improve the knowledge base and technical know-Assistant Basic Education Officers. • Training of in charge Junior Engineers. Participants : • ABSAs of all 70 districts. • 3 in charge JEs/District Topics Covered : • Earthquake risk and its impact. • Modification in drawings and its importance-Hands on Practical Layout. Output : • Following Sarva Shiksha Officials from 70 districts have been trained in 2 days training programme in 10 batches : • 285 Junior Engineers • 70 ABSAs from all districts • 70 other officers from other districts • 5 days training of Disctict Coordinator (Civil Work)P

Training of Masons Objectives of the Training : • Identification of Masons - 15/block (from 647 blocks) • Training of Masons with hands on practical in earthquake resistance school construction. Topics Covered : • Earthquake risk and its impact. • Hands on Practical - L joints, T joints, layout of drawings on site. Output : • 9705 masons have been trained in non DRM districts of U.P. Resource Persons - Master Trainer of Sarva Shiksha (JEs) Strategy Adopted in DRM Districts • Already 10000 masons have been trained in earthquake resistance construction in all 183 blocks of 13 DRM districts. • GO issued by Education Department to all DM, BSA & BDOs to employ trained masons for school construction in DRM districts

Training of Teachers & Village Pradhans • 6690 teachers have been trained by Sarva Shiksha department. • Around 7000 village pradhans- sensitize Check List : • To ensure safe construction and to fix the responsibility checklists were prepared by department for- • Basic Education Officers • Assistant Basic Education Officers • Junior Engineers • Principal/Teacher- In-charge for construction Other Decision- To Ensure Safe Resistance Construction • For all 6690 proposed school one trained Principal/Teacher in in-charge of construction along with Pradhan. • JE-RES also overall in-charge of construction. • Sarva Shiksha officials from District and State headquarters will visit all the construction site during construction. CONSTRUCTION OF 20000 NEW SCHOOLS AND 130000 ADDITIONAL ROOMS

  13. Supervision of Quality of Construction • At the state level a cell has been constituted which comprises of a Senior Professional, One Executive Engineer and One Asstt. Engineer to undertake field visit and supervise quality of construction work. • At the district level one engineer has been recruited under SSA to coordinate and supervise the quality of construction. • At the block level, AE/JE of RES has been assigned the responsibility to supervise construction work within the block. • Training to VECs and masons is imparted every year to make them understand the earthquake resistance provisions and undertake the construction work. • Third party evaluation of Civil Work has been done for the year 2006-07, 2007-08 & 2008-09. The process for 2010-11 is under progress.
