  1. Expanding recycled water use James M. Fiedler, P.E., D.WRE National Conference of Regulatory Attorneys June 17, 2013

  2. A comprehensive mission SAFE, RELIABLE WATER FLOOD PROTECTION HEALTHY CREEKS & ECOSYSTEMS

  3. We serve Silicon Valley 2,000,000 people 15 cities 12 water retailers 4,700 Direct well owners

  4. From Valley of Heart’s Delight to Silicon Valley /

  5. Diversified portfolio for a reliable supply Local surface & groundwater (30%) Imported water (55%) Recycled Water (5%) Conservation (10%)

  6. Board policies drive recycled water expansion Outcome measures • Recycled water constitutes at least 10% of our annual water supply. Strategies • Develop partnerships with recycled water producers, land use planning agencies and others to expand the use of non-potable recycled water. • Develop partnerships to develop the potential for Indirect Potable Reuse and Direct Potable Reuse. • Manage, operate and maintain recycled water assets to maximize reliability, to minimize life cycle costs and to minimize impacts to the environment. • Explore alternative sources of water.

  7. Growing water demand to create shortfalls

  8. How we plan to fill the gap • Meeting future needs through conservation and recycling • Additional conservation • Additional non-potable recycling (20,000 AF) • Potable reuse (20,000-30,000 AF)

  9. Recycled water goals 50,000 10% Recycled Water Countywide Target 40,000 Potable Reuse Boards Ends Policies: At least 10% of County Water Supply provided by recycled water by 2025 30,000 Recycled Water Use (acre-ft / year) 20,000 Non-Potable Recycled Water Use (irrigation, industrial & dual-plumbing) 10,000 2005 2035 1995 2015 2025 Calendar Year

  10. Ongoing district partnerships Cooperating with different entities

  11. Path to recycled water goals • Build advanced water purification facility • Conduct non-potable/potable studies and pilot project • Implement recycled water strategic communications plan • Develop master plans to determine future course • Develop Salt and Nutrient Management Plan • Partner with WateReuse Research Foundation

  12. Purifying water for a sustainable tomorrow Advanced Water Purification Center

  13. Purifying with proven technologies Wastewater plant Secondary Effluent (TDS = 700 ppm) Reverse osmosis Microfiltration Ultraviolet light Highly purified water (TDS ~40 ppm)
