NDIA PMSC Services Sub-Committee - Overview • Problem Statement: • EVMS is being applied to a variety of services type work scenarios and there is no consistent guidance or policy on how EVMS should be implemented • Charter for Subcommittee: • To develop and recommend policy, process guidance, and/or training to support the implementation of EVMS on services type work • Targeted Exit Criteria: • White Paper - “Guidance for Implementing EVMS on Services Work”

Overview of Effort to Date • Compiled list of “problems, issues, and/or challenges” with implementing EVMS on services work • Grouped these items by topical “theme” • Initially tried grouping by 32 guidelines • Then by 5 ANSI-748 categories • Then by 9 process areas in EVMIG • Found that none of these approaches worked and decided to let the groupings emerge from the themes within the individual items • The existing groupings are draft and could be combined or broken out differently, but it served the point of helping to understand what people were thinking about and what they consider most important • The consolidated list provides a good spectrum of common aspects and factors involved in implementing EVMS in services work

Near Term Objectives • Solicit volunteers from Government and Industry partners • Need source material on implementing EVMS on services work • Articles, presentations, lessons learned, surveys, POCs, etc. • PMSC members complete survey today and have discussion • Get consensus on the definition of services work • Get consensus on the value of EVMS on services work • Update and/or revise our consolidated list of topics • Determine what topics from our list are relevant to expand upon to support items 4 and 5 above • Develop content and determine appropriate dissemination method • Other milestones • Provide draft content/status at August NDIA meeting • On CoEye Agenda for September • Requested Topical Workshop at November Conference

Objective 4 – Definition of Services Work (FAR 37.101) • “’Service contract’ means a contract that directly engages the time and effort of a contractor whose primary purpose is to perform an identifiable task rather than to furnish an end item of supply. A service contract may be either a nonpersonal or personal contract. It can also cover services performed by either professional or nonprofessional personnel whether on an individual or organizational basis. Some of the areas in which service contracts are found include the following: • (1) Maintenance, overhaul, repair, servicing, rehabilitation, salvage, modernization, or modification of supplies, systems, or equipment. • (2) Routine recurring maintenance of real property. • (3) Housekeeping and base services. • (4) Advisory and assistance services. • (5) Operation of Government-owned equipment facilities, and systems. • (6) Communications services. • (7) Architect-Engineering (see Subpart 36.6). • (8) Transportation and related services (see Part 47). • (9) Research and development (see Part 35).”
