OFFICE OF DATA & ACCOUNTABILITY School Information Branch & Secondary SIS BACKGROUND INFORMATION The Master Plan Program Survey is conducted each year to provide the California Department of Education (CDE) and the District with the number of English learners (ELs) and the types of services they receive. It also provides information regarding the number of state-authorized teachers providing services to ELs. The estimated number of identified ELs reported on this survey is used for the 2011-2012 budget allocation.

OFFICE OF DATA & ACCOUNTABILITY School Information Branch & Secondary SIS Changes/Reminders • The 2010-11 Master Plan Program Survey is scheduled for Tuesday, March 1, 2011. • The count of recently reclassified students will be based on students reclassified to fluent-English-proficient (FEP) status at the school from March 2, 2010 to March 1, 2011. • The Spring 2011 Student National Origin Report (SNOR) is also collected on March 1, 2011.

OFFICE OF DATA & ACCOUNTABILITY School Information Branch & Secondary SIS Changes/Reminders • The survey (including SNOR Report) will be run automatically at your school site on Monday, March 1 after 6:00 PM. • On Tuesday, schools type <BILSURV> at the SIS menu to generate a printout of the survey to submit to School Information Branch via school mail. The survey may be printed on either a pin-feed or laser printer. • Only teachers with BCLAD, CLAD, or Certificate of Completion of Staff Development are counted as authorized.

Correct errors and check caution messages. • On Wednesday, March 2, type <BILSURV> at the SIS menu to print the survey. • Submit all survey materials according to the Coordinator’s Checklist.
