  2. Reauthorization • Way, way, way overdue • Consensus that NCLB SHOULD be fixed, but not on HOW • Congress still struggling after several prior attempts

  3. Stimulus • Despite lack of reauthorization, education reform has been spurred by the American Recovery and Reinvestment Act (ARRA) • Enacted in February 2009 • Provided : $787 billion • $100 billion for education

  4. ARRA – Quick Review • State Fiscal Stabilization Fund • “Race to the Top” • Innovation Grants (I3) • More funding for Title I, IDEA, SIG

  5. SFSF Assurances • Achieving equity in teacher distribution • Improving collection and use of data • Standards and assessments • Supporting struggling schools 37 Specific indicators to demonstrate implementation

  6. SFSF Requirements • Longitudinal data components in place by Sept 2011 • Student growth data to teachers by Sept 2011 • Teacher impact on student achievement – timeline, but no date • Information on graduates going to college by Sept 2011

  7. Race to the Top $4 billion competition based on: • College and career ready standards and assessments • Data systems that measure student success and inform instruction • Increasing teacher effectiveness and achieving equity in teacher distribution • Turning around lowest-achieving schools

  8. Race to the Top • Competition drove reform in many states • Tenure reform • Teacher evaluations • Charter schools • 12 winners • Additional round likely next year

  9. ARRA Reforms • Reforms also align with Administration’s vision for ESEA reauthorization (Blue Print) • ARRA provided major flexibility to Secretary • Same reforms would have been unlikely as part of reauthorization

  10. ARRA Reforms Particularly challenging issues… • Common core (RTTT assessment) • Teacher effectiveness • Teacher distribution • Interventions for low-performing schools • Charter schools • Data systems
