Building Support for Intermediaries What’s the Rationale? • Intermediaries have proven track records in connecting schools, employers and youth through brokering, convening, promoting policies and ensuring quality. As such, intermediaries enhance efforts, like WIA, that are designed to promote the establishment of youth workforce development systems.This added value deserves financial support.

Intermediaries address gaps identified in the WIA system, and can be integral to the effective functioning of Youth Councils and the overall WIA youth system. Thus,funding should be made available to WIBs/Youth Councils to support the costs of intermediary functions.

GAO Report • Some youth councils can’t connect with schools because schools won’t support youth workforce development activities due to academic pressure • Some youth councils find it difficult to craft the partnerships needed to coordinate youth programs • Many youth councils are dissatisfied with the number and quality of program providers.

  19. Building Support for Intermediaries What’s the Rationale? GAO Report • Specific mention of connections between WIA elements and STW principles • Experience in collaboration and a focus on youth development cited as two factors that promoted success for youth councils.

Building Support for Intermediaries What’s the Language? • Strengthen “Program Design” language in Section 129, making connections to intermediaries more prominent, and including schools as well as employers and jobs • Build on Massachusetts Connecting Activities Act and other successful models to bolster case for funding • Include iNet in National Programs section
