  2. Current timeline • Senate • Hearings – currently being conducted • Staff draft – draft bill expected by August 1st • Committee markup – September • Floor – October 07? • House • Hearings – more than Senate • Staff draft – mid June

  3. Issues in play • In play with resolution expected • Grow models • HQT • School improvement process with SES and public school choice • Reading First • Adolescent Literacy

  4. Growth Models • Identified as highly desirable by most. • Chairman Miller (D-CA) asked at his hearing: • Are growth models and multiple measures consistent with the goals of No Child Left Behind NCLB)? • Do states have the capacity to build data systems to determine the validity and reliability of growth models? • Do growth models overstate progress?

  5. HQT • Teacher quality is a subject of hearing on Friday, May 11th • Admin pushing highly effective teachers • Some civil rights groups are pushing for more on this. • House bill on teachers to be included in Higher Ed and NCLB

  6. School Improvement • Hearing has focused on effectiveness • Most House committee members seem OK with the switching of SES and public school choice • Lots of questions on oversight

  7. Reading First • All parties agree that it should remain • Hearings looking at issues around DIBELS • Referrals made to US Dept of Justice • Senate HELP committee planning to reauthorize Reading First with strong ethics language

  8. Adolescent Literacy • S 958 introduced by Senator’s Sessions (R-AL) and Murray (D-WA) • Companion being introduced in House • Senator Kennedy has introduced a High School Reform bill

  9. Issues in play..but harder • AYP • IDEA & RTI • ELL and NCLB

  10. AYP • House hearing • Lots of complaints on over testing • Witness concerned with schools being labeled as being bad or good based on one subgroup. • All members indicate that they want to have measure that all children are learning.

  11. RTI • Administration supporting RTI being used in general education • Many meetings and grants being made • Special education community pushing to have language on RTI and special ed in NCLB

  12. ELL • Increasing numbers of ELL students • 80% of ELL first language is Spanish • House hearing on topic • Most members understand how widespread ELL are • Differences on how testing – L1 or L2 should be conducted

  13. Funding • House and Senate working on compromise above president’s budget recommended • In House education bill may be the third measure – could be early June!!! • House Republicans circulating letter to support possible Presidential vetos

  14. Looking ahead • Intense negotiations • Core most likely unchanged • Key players moving ahead • Wide range of convergence • Still a long way to go.
