As countries develop, the world is changing. We have a chance to serve this world. 1975 2005
We also need to adapt the UN development system to new global challenges.
The average number of donors per country is growing. 1960s 2001-2005
Bilateral aid’s share of total aid has grown much more rapidly.
Core funding for UN development operations is not growing. Net ODA from all donor countries to multilateral institutions at current prices (millions USD)
UN Expenditure is fragmented. Share of expenditures on operational activities for development by the UN system in 2008.
Member States have mandated the UN to become more coherent, effective and relevant.
We have the vision and the opportunity to improve the UN development system.
The UN system’s global presence gives it unique advantages in supporting countries. UN Programme Countries
To deliver better, UN agencies have to think, plan and work together strategically.
The Millennium Development Goals give the UN system a common framework.
The UN needs to leverage its impartial role and focus more on advocacy, coordination, technical assistance and policy advice.

The UN Development Group unites the 32 UN organizations that play a role in development.
The UNDG has become the third pillar of the Chief Executives Board.

Global Context UNDG and UN Reform Delivering as One Way Forward
Delivering as One is an initiative to increase the UN system’s impact.
The High-Level Panel on UN System-wide Coherence proposed creating pilots.
In 2007 eight pilot countries volunteered to test Delivering as One.
One Programme provides countries with relevant assistance from the whole UN family
One empowered Leader and Team work together with clear accountability.
One Budgetary Framework uses donor resources strategically in each country.
One Office unites agencies through harmonized business processes and often a UN House.
The pilot stocktaking reports show they are making good progress. Tanzania: Resident Coordinator’s Office staff with their One Programme.
The pilots are working to resolve many ongoing challenges. Pilot RCs with the Deputy-Secretary General in 2008.
Country-led Delivering as One evaluations are planned for 2009/10.
Global Context UN Reform So Far Delivering as One Way Forward
Member states agree on the way forward: “the continuing and deepening intergovernmental work of the General Assembly on system-wide coherence will focus exclusively and in an integrated manner on ‘Delivering as one’ at country and regional levels, harmonization of business practices, funding, governance, and gender equality and the empowerment of women”
Donors and the UNDG have created an Expanded “Delivering as One” Funding Window.
The Management and Accountability System for the UN Development and Resident Coordinator Systemwill make the UN a more effective force for development.
The Management & Accountability System outlines governance and accountability and a “functional firewall” for UNDP. UN system coordination UNDP programming

The UNDG is taking further steps to improve coherence, effectiveness and relevance.

More countries are taking steps to work together better as they roll out new UNDAFs.
UN Coherence can involve up to seven work streams.
