    3. Administrative Data Sources RSA 911 – VR database in which demographic and services information for all VR customers is kept. Also used for mandatory reporting to the Rehab Services Administration. VT Unemployment Insurance (UI) Database – maintained by the VT Dept. of Labor and includes data sent to VDOL from employers and used to collect earnings data on cohorts.

    4. VT Dept. for Children and Families (DCF) ACCESS database – includes all the state’s social welfare and healthcare programs (TANF, Medicaid, Food Stamps, etc.) and is used to track eligibility for state healthcare and cash assistance programs.

    5. Electronic Data Systems (ESD) Medicaid Claims database – provides access to Medicaid eligibility and claims data for analysis of health care eligibility and utilization patterns and third party health care coverage. VT Dept. of Corrections database – used to track rates of incarceration and days incarcerated for the youth served by VR.

    6. Use of Data Program evaluation: how effective are we? Pilot programs: what is the policy impact? Medicaid Buy In: potential impact of policy changes Ticket to Work: use for eligibility and claims

    7. Program design: What is the unmet need? How might we best meet the need? What are the potential areas for collaboration with other systems? Use to encourage participation – really, it IS going well. Set performance targets Report to legislature

    8. Sustaining Access Memoranda of Understanding Use existing data sources and build on that Evaluate reliability of sources Need support from leaders – believe in the data, pay attention to what it says

Performance Based Contracts and Agency Outcomes Creative Workforce Solutions (CWS): Coordinating employer outreach across the VT Agency of Human Services (AHS) Employment teams comprised of all employment specialists funded through AHS programs Use two data gathering tools – Salesforce on employer contacts Reporting tool on client-specific data

    10. Original CWS proposal set outcome targets overall Later asked to determine employment outcomes for each agency department Working with all departments to draft and then formalize into grant language

    11. Using Data to Improve Services: An Example Designated agencies for developmental services and mental health services: Measures and targets defined as 1. Employment rate – percentage of consumers served who are employed during the grant term 2. Average quarterly earnings – average quarterly earnings for all consumers during the grant period

    12. 3. New placements in employment – individuals who have been employed for 90 days and meet VR criteria for rehabilitation.

    13. In future grant agreements, the State will include two additional measures: 1. Consumer access to employment services 2. Consumer satisfaction with employment services Data mechanisms need to be developed to track these outcomes.

    14. Targets set for each program based on size and past performance but is standardized across all programs Amount of monies granted to each program based on data on numbers served ( previously was just a historical amount continued year to year)

    15. Carrots and sticks – Incentive payments determined by increase in outcomes from 2011 to 2012 Holdback provisions set for not meeting the minimum targets and correction action plan initiated Requires a higher increase for lower performing programs

    16. Participation on employment teams and use of Salesforce required of all grantees. UI data used for employment rate and earnings – used to be self-report

    17. Link together – Number of employer contacts Data on progressive employment placements Number of people employed Should show that improved employer outreach will lead to better outcomes – the basic premise for CWS Always include anecdotal stories from the team on how placements worked and the customer success stories.
