ALTERNATIVE LEARNING SYSTEM (ALS) • a parallel learning system to provide a viable alternative to the existing formal education instruction. It encompasses both the nonformal and informal sources of knowledge and skills
BASIC EDUCATION FORMAL EDUCATION ALS A & E
(ALS Target Groups) • out-of-school youth and adults who are 16 years old or older and beyond basic school age that need basic literacy skills particularly in reading, writing and simple computation. • street children, indigenous people, farmers, fisher folks, women, adolescents, solo parents, children in conflict areas not reached by the formal school system, rebel returnees, and others.
(Program Context) • No chance to attend and finish basic education (Grades 1-6 and Year 1-4) • In 2004, it was estimated that 16 million or 20% of the total Philippine population were either school drop-outs or stay-outs.
(Program Features/ Innovations) • Basic Literacy Program (BLP) 2. Accreditation and Equivalency Program
Basic Literacy Program (BLP) It is an intensive community-based training for non-literate out-of-school youth and adults, who are willing to learn basic literacy skills. Accreditation and Equivalency (A&E) To provide a system for assessing levels of literacy and other non-formal learning achievement
ALS Mobile Teachers ALS District Coordinators It is a delivery mechanism which the DepED through the DO enters into a contract with private groups or other GOs in order to deliver the BLP and A&E Program. NGOs LGUs SUCs It refers to the program delivery by any private/gov’t organizations using their own funds following the standards of DepED. NGOs, POs, GOs, SUCs, etc. DepEd Delivered It refers to the program delivery which is directly carried-out by DepED personnel. DepEd Procured DELIVERY MECHANISM Regulatory (Non-DepED)

(Partnership) • TESDA - Literacy & Livelihood Skills Trainings • DA- Farmer Field School Program • DOH- Adolescent Reproductive Health • DSWD - Social Concern Programs • PIA - Advocacy • LGUs - Literacy & Livelihood Programs • NGOs - Conduct of e-learning sessions & other literacy related programs re: GAD a) Peoples’ Initiatives for Learning & Community Development b) Igorota Foundation Inc, etc.
(Project Achievements) • Increase in functional literacy rate • Mainstreaming of out-of-school youth/ drop-outs through A&E Test • Job opportunities and income- generating projects for OSY/As, improving their quality of life
(Issues/ Challenges) • Resource mobilization: e.g. employment of additionalmobile teachers; establishment of community learning centers with literacy materials • Sustainability of networking and partnership • Social mobilization and advocacy: e.g. learners of the basic literacy program should continue even without livelihood skills training component (in other areas)
