Who are we • Funded by Federal and State Governments under HACC, Health and CTP programs • Provides transport to frail aged and disabled people and their carers who are unable to use public or private transport. • Currently run eight 25 seat buses and 12 cars • Provide out of hours services using hire cars and taxis.

  3. Funding changes • Funding for our sector is changing • COAG Health Reforms mean that over 65 are now funded by Commonwealth • People under 65 will be funded under State programs for disabilities or NDIS • Funding for under 65 will be individualised funding – the person will choose the service • Change in service models ie Enabling

  4. Issues for sector • Current funding agreements are only until June 2015 • Lack of certainty makes planning difficult • Planning includes staff recruitment, contracts. • Commonwealth is looking at a Federal model of service for all areas - meals, respite, home modifications and transport. • Competition from large providers for future funding tenders.

  5. Strategies • Identifying unit cost for individualised funding • Staff training to cope with new service models • Discussions on forming partnerships and consortiums with like minded services. • Participating in consultation and surveys to inform relevant stakeholders. • Promoting services.

  6. Impact on Council • Loss of local providers • Service provider partnership may be outside of Shire. Eg Consortium office in Redfern • Possible loss of some service types • Regional focus may impact on smaller communities ie Bundeena • Council tenants ( Community Centres) may become unfunded or have reduced funding

  7. Opportunities • Better opportunities for partnerships • Cost savings due to economies of scale • More specific programs – In home package care will increase • Regional focus may be more equitable for service users • Better access to all levels of care • One Stop Shop
