  1. The Congestion Mitigation and Air Quality Improvement (CMAQ) Program: Freight, Changes Under MAP-21 Michael Koontz July, 2013

  2. Basic program overview • Changes and focus under MAP-21 • Freight under CMAQ…

  3. Can we do that? • Three elements of CMAQ: • Transportation? • Emissions reduction? • Nonattainment or maintenance area?

  4. Projects Funded • Nearly $30 billion invested in 28,000 projects since 1992 • Wide range of eligible projects • transit improvements • traffic flow improvements • shared ride services • demand management • bicycle and pedestrian projects • alternative fuels • inspection & maintenance programs • freight services • experimental pilots • diesel retrofits • anti-idling facilities

  5. CMAQ Funding by Project Type1992 thru 2011

  6. CMAQ & MAP-21

  7. MAP-21 and CMAQ—the basics!(Section 1113) • Program continues for 2013 and 2014 • State CMAQ is based on FY 09 proportions • Eligibility guidelines intact • Priority for PM 2.5 • Performance planning

  8. Estimated CMAQ Funding • FY 2013— $2.21 Billion • FY 2014— $2.23 Billion

  9. Project Eligibility • Prior eligibilities continue in MAP-21 • Highlighted language for: • electric and natural gas vehicle infrastructure • diesel retrofits • construction equipment and vehicles • traffic flow efforts

  10. Cost Effectiveness • Program focus on cost efficiency • Tables, graphics to be developed that illustrate cost-effectiveness • States and MPOs to use tables in selecting CMAQ projects

  11. CMAQ & Freight

  12. Freight Opportunities • Tailpipe/Stack projects • Particulate filters • Diesel retrofits • Idle reduction • Intermodal projects • Road-to-Rail transfer • On-dock/Near-dock • Rail capacity • Port infrastructure

  13. Diesel Retrofit Eligibility • Outreach activities for diesel retrofits • Creditable for conformity • Diesel retrofits for on-road and off-road engines used in construction projects in ozone or PM nonattainment or maintenance areas • Includes replacement, repowering, rebuilding, after treatment technology.

  14. Retrofits, Equipment Supported • School buses • “Green” locomotives • Ship-to-Shore power • Exhaust retrofit devices • Container crane retrofits • “Smart-way” truck & trailer retrofits, others

  15. Cleaner Locomotives…Where? • Kentucky • Illinois • California • Alabama • Georgia • Indiana • Texas…

  16. Idle Reduction! • Advanced truck stop electrification systems • Cab hook-ups to provide temp control, Internet, other communication, etc.

  17. CMAQ & Freight: Vehicle Emissions • Truck stop electrification (TSE) projects in Alabama, Georgia, Indiana, New Jersey, New York, Tennessee, and Texas • Diesel engine repower in California, vis-à-vis the Carl Moyer Program • Diesel truck engine conversions to natural gas in Kentucky

  18. Diesel Retrofits: Median cost per ton equivalent of air pollution removed Diesel Retrofits are highly cost-effective. Source:  "Cleaning the Air: Comparing the Cost Effectiveness of Diesel Retrofits vs. Current CMAQ Projects", Robert F. Wescott,

  19. CMAQ& Freight: Infrastructure • Intermodal truck-to-rail transfer in Maine, New Hampshire, California • Rail upgrade projects in California, Washington, Pennsylvania • Port-rail project in Texas—Houston

  20. CMAQ & Freight: Infrastructure cont… • Container-on-barge project in New York, New Jersey • Highway engineering project (truck route separation) in Maine • Rail-highway grade separation in Illinois
