  2. The Changing Landscape • 2000 Census recorded 281.4 million people of which 31 million are foreign born • There are at least 276 ethnic groups • During the 2000-2001 school year more than 4 million students were ELLs

  3. The Changing Landscape (cont’d) • Since 1991 general education population has risen 12% • ELLs’ population has increased by 105% • 42% of all public school teachers have at least 1 ELL • Only 1% of these teachers have been trained in ESL
