  3. Who commits crimes? • Men are much more likely than women to be arrested

  4. Uniform Crime Reports • Certain limitations to these statistics • Donald Black identified the following characteristics that limit the filing of formal crime reports • Not all complaints find their way to official statistics • Less likely to report a crime if family or friends are involved • Police are more likely to file formal reports on serious crimes when the injured parties are members of the higher social classes • Influenced by the attitude of the individual making the complaint

  9. Juvenile-Justice System • Up until the 1960’s everyone was tried as an adult • More services in the court system • Can be tried as adult • Ex: murder
