Planning Process • General Management Plan • A broad umbrella document that sets long-term goals, defines desired natural and cultural resource conditions, defines necessary conditions for visitors to understand, enjoy, and appreciate the park’s significant resources, identifies the kinds and levels of management activities, visitor use, and development that are appropriate for maintaining desired conditions and identifies indicators and standards for maintaining the desired conditions E X P E R I E N C E Y O U R A M E R I C A

Planning Process • Program Management Plan • Follow the general management plan and provide program-specific information on strategies to achieve and maintain the desired resource conditions and visitor experiences, including identification of appropriate visitor use where applicable • Ex. Wright Brothers NM Documentation • Establishment • Act of Congress on March 2, 1927 to establish a monument to commemorate the first successful human attempt at power driven airplane flight • Executive Order 6166 to transfer the monument to the NPS and re-designate it as Wright Brothers National Memorial E X P E R I E N C E Y O U R A M E R I C A

Partner Opportunities • Partnerships (cont’d) • Should accomplish the NPS mission provided that personnel and funding requirements do not make it impractical for the Service to participate • Not (1) violate legal or ethical standards, (2) otherwise reflect adversely on the NPS mission and image, or (3) imply or indicate an unwillingness by the Service to perform an inherently governmental function • NPS uses partnerships to further our mission, but management responsibility remains with the NPS E X P E R I E N C E Y O U R A M E R I C A

First Flight Foundation Opportunities • Two possible arrangements • Formal Agreement • Partner agreement between FFF and NPS that defines roles, responsibilities, and expectations to reach a mutually agreed upon objective • Must meet Congressional and NPS requirements (Ex. agreement format, financial audits, etc.) • Provides ability to raise funds and recognize donors • Provides more flexibility to use the park for special events • Does not allow the ability to replace Eastern National as the park’s Cooperating Association • Prevents direct sales of products in the park E X P E R I E N C E Y O U R A M E R I C A

First Flight Foundation Opportunities • Formal Agreement (Cont’d) • Viewed by NPS as a likely means of establishing a new Visitor Center • Current NPS direction that all new construction will be primarily funded by partners through the Partnership Construction process • Unlikely that NPS will have the ability to provide significant funding • Is a long, bureaucratic process that is under intense Congressional scrutiny • Is supported by current park management • Fundraising efforts would be for objectives identified in agreement and not for projects unassociated with the park E X P E R I E N C E Y O U R A M E R I C A

First Flight Foundation Opportunities • Special Park Use • Directors Order 53 identifies the following: • Events must provide a benefit to an individual, group or organization rather than the public at large • Events require written authorization and management control to protect resources and the public interest • Events cannot be prohibited by law or regulation • Events are not initiated, sponsored, or conducted by NPS • Does not provide ability to fund raise on behalf of the NPS • Fundraising events not directly associated with the purpose of Wright Brothers NM are not considered appropriate and would not generally be authorized E X P E R I E N C E Y O U R A M E R I C A
