The State Committee of the Republic of Uzbekistan on Statistics (Goskomstat) • It is a governmental administrative body, founded in 2003; • The Chairman is appointed by the President of the Republic of Uzbekistan; • It is an authorized body for the development and execution of a unified policy in the field of official statistics; • It carries out coordination and functional regulation of activities connected with preparation of official statistics.

  5. The «Dynamic lines» system A Database Management Software package named “Dynamic lines” was put into operation in 2011 in Goskomstat. This software package manages the databases with the main indicators of social and economic development of the Republic and represents the first attempt of statistical data systematization, collection and storage and analytical tabulation.

  6. The «Dynamic lines» system The database contains over 3200 statistical indicators. The basis of this database is formed by converted aggregated statistics, which consists of primary data from statistical observations .

The «Dynamic lines» system In order to provide quick and simple access to the data, view and operate it in various terms, the system offers a special user interface which helps to present the dynamics of indicators in the form of reports and diagrams by regions, by forms of ownership, by economy sectors and types of economic activities, etc.

  8. The «Dynamic lines» system The system allows a user to learn what data and for which periods is available on different levels of aggregation, and offers a user various data search methods. Key field, by which data is indexing, is a classifier code of statistical indicators and requested years. The database rubricator is based on paragraphs of the Programme of state statistical activities

The «Dynamic lines» system Using statistical metadata as a whole is limited to a minimum set – indicator name, year of beginning of record-keeping, measuring unit, responsible software developer, implemented classifier. Thus, the data presented as a whole might be clear only for statisticians.

  10. Website «Gender Statistics of Uzbekistan» A website gender.stat.uz was launched on 20th January 2014 with the support of the Women's Committee of Uzbekistan and Asian Development Bank. That is the first attempt of creation of information system on gender statistics. The website has three versions: in Uzbek, Russian and English languages, and offers its users gender-oriented information on such issues as demography, healthcare, education, labour, social security and others. All the statistical data on this website is presented in the form of tables and animated diagrams.

Government Resolutions and Goskomstat’s Initiatives aimed at development of data exchange processes • Implementation of projects on the National Information System development and e-Government system adoption; • Government resolution adoption in July 2012 on accession to the International Monetary Fund’s General Data Dissemination System (GDDS) and assignment of Goskomstat as a National Coordinator; • Governmental instructions to the public authorities regarding the creation of favorable conditions for foreign direct investments inflow by providing, among others, broad access of foreign investors to economic data which is necessary for making decisions on investing in the Republic of Uzbekistan, and by publishing statistical data on websites and in the international statistical and financial organizations publications; • Concept of Comprehensive implementation and effective application of information and communication technologies in the state statistical system was adopted in 2012; • Reorganisation of the Goskomstat’s Central Office structure and its regional offices in 2013 (ICT block was significantly enlarged and special quality management subdivision was established); • Statistical Data Processing and Storage System Modernization concept for the period of 2014-2016 was adopted in 2014.

Government statistics development priority areas within the period of 2014-2016 • Increasing the number of online-accessible statistical products, improving the communication mechanism with respondents and data users; • Increasing the transparency and openness of the statistical indicators calculation methodology, creation of statistical metadata system available for a wide range of interested users and its publication on official website; • Development and implementation of a comprehensive quality management system and quality assessment tools based on the European statistical system standards; • Optimization and acceleration of statistical data processing and analysis; • Providing unified repository of statistical information and data consistency.

  13. Relevance of the SDMX implementationin statistical system of Uzbekistan

SDMX implementation plan in statistical system of Uzbekistan Workshops on quality management and meta information systems held by Eurostat in June and October 2013 allowed significantly improve the understanding of the issue and develop further activities for the standard implementation. Today the specialists of Goskomstat are studying the SDMX standard and its statistical data representation possibilities. A staged standard implementation in statistical practice of Uzbekistan is planned. Stage 1. Main social and economic indicators database restructuring according to the standard guidelines. Stage 2. Common metadata glossary implementation. Building-up of permanent metadata storage and organising work with it. Stage 3. Software package relevant modernization, web-services development for statistical data and metadata publishing and exchange.

Factors constraining the implementation of SDMX in statistical system of Uzbekistan • Only basic knowledge was obtained within the frame of Eurostat workshops, further standard studying is carried out independently; • IT specialists were not included into training, which delays the mutual decision-making process; • The majority of Goskomstat’s specialists have little experience in metadata preparation.
