WFAA Audit Process Changes - Objectives • Why change anything? • Last review was circa 8 years ago • Our experience suggested that the process and tools would • benefit from revision, to make the audits/documents: • Clear • Concise • Up to date • User-friendly (auditor, facility and WFAA members) • Enable focus on key issues • So what have we changed?

Changes to Audit Process • Revamped questionnaire format • Includes document request • Separate observation checklist • Separate financial information request • Waste facility completes the ‘Audit Questionnaire’ • Audit Questionnaire/key documents returned at least one week • prior to site visit • Audit Questionnaire not amended by the auditor

  5. Site Visit • Visual observations by auditor documented separately, using • a checklist

  6. Reporting • Close out report provided to facility, as before • Copy of final summary report & questionnaire issued to facility • Final summary report issued to WFAA (uploaded to web)

  7. Reporting • Report templates amended to align whilst keeping narrative and traffic light system

  8. Reporting Index for new summary report template

  9. Reporting • New sections to highlight any identified issues with questionnaire provided by facility and data gaps • New (brief) internet search summary in Permitting section

  10. Pilot • Pilot facility selected to test the new process & questionnaire: • Veolia, Ellesmere Port High Temperature Incinerator

Pilot • Audit was undertaken on 14th January 2016 by AECOM • Facility provided a copy of the following in advance of the audit, • including: • Completed questionnaire • Written procedures for emergency and spill response • Half yearly returns to EA • Site visit progressed as planned without any issues • Made some minor tweaks to the questionnaire/report layout • following the audit.

Auditor Feedback • Our auditor felt the questionnaire/process worked well, • specifically: • Documentation to review in advance enabled audit • to be more focussed; • Felt the clarity between who completes what in the • questionnaire was better; • Felt the questions were better pitched/more relevant; • Liked the separate observation checklist; • Found site personnel were very receptive/cooperative.

  13. Facility Feedback • EP gave comprehensive and positive feedback! • Overall, they felt it was a much more organised approach.

Facility Feedback • Audit was concise, yet in depth compared to other audits • The questionnaire was easier to navigate: • We could quite easily miss the sections of the questionnaire • that were not relevant to this site due to the layout, labelling • of sections and clarity of instructions, • which made completing the document easier.  • Thought the separate observation checklist approach works • better and makes the whole audit process flow better. • Questionnaire sections were clear and the questions were simple. • Really liked the 1st page of the questionnaire, and in particular the • document request list

  17. WFAA Questionnaire – Desk Studies • Desk based waste facility review • Scope of work: • Discussion with facility • Request and review key documentation from the facility • Discussion with regulator (EA) • Brief internet search • Concise tabular factual report with key documents appended

Desk Studies • Process worked quite well, except it was difficult to contact the site, so took much longer than we had hoped. • Feedback on the report from members so far has been good. • Happy to receive more feedback! • Pilot: Mercury Recycling, Manchester • Reprocess fluorescent tubes/mercury bulbs
