Essentials of the General ProgramWho is Eligible? • Organizations that pay unemployment insurance are eligible to participate in the WTF • All for-profit businesses • Non-profit organizations that pay unemployment insurance • Other non-profit organizations are limited to RN, LPN and Radiology Technician programs only • Due to current funding allocations RN, LPN and Radiology Technician programs are no longer available for non-profits that do not pay into the UI fund.
Essentials of the General ProgramHow Can Grant Funds Be Used? • Funds pay for delivery of training and course materials • Funds may be used to train current and newly hired employees who are based in Massachusetts • Full-time employees • Part-time employees • Funds may not be used to train • Employees who are based out-of-state • Contract workers and temp agency workers
Essentials of the General Program Budget Considerations • Expectation that employees will be paid while being trained • Required matching expense may include • In-kind expenses such as wages paid to trainees • Cash expenses such as vendor costs and fees • Policy is trending toward an expected cash contribution when companies are applying for subsequent grants in the General Program • Grant cost per person averages about $801;Most grants cost $2000 or less per person
Essentials of the General Program What Kind of Training is Approved? • Competitive training plans provide benefit to both a company and its employees: • Training would improve productivity, competitiveness, and ability to do business in Massachusetts. • Training would result in job retention, job growth, promotion and increased wages. • Policy is trending toward increased emphasis on discernable skills of value to the employee • Return on Investment is expected
Essentials of the General Program What Training is Not Approved? • Mandated training • Training mandated by State or Federal Agencies • Training mandated by Corporate HQ • Ongoing training or training that is underway • Training judged to be a “cost of doing business” • Training usually provided, such as orientation • Training basic to job • Refresher training • Training funded under a previous grant
Essentials of the General Program Hallmarks of a Winning Application 1. Need for training is directly tied to a specific business problem or opportunity. 5. Training results in a return on investment and provides valuable skills to employees. 2. Training objectives clearly support the stated goals and need for training. 4. Expected results show benefits to both the company and its employees. 3. Measurable outcomes are specified to gauge the success of training.

Application to the General Program Recommended Attachments • Cover Letter, Always Recommended and Required with Resubmitted Applications • Background Sheet About Your Company • Training Provider Quotations including Course Descriptions • Statement of Qualifications or Resume of Training Provider • Detailed Budget Spreadsheets • ROI & Skills Analysis (required) • Letter of Support from Union, On Union Letterhead, if applicable
Application to the General Program Submitting an Application • Submit only one training grant application to the General program at a time • In the case of companies with multiple divisions and separate FEIN# the applicant must show that the UI payment is made by the division applying for the grant • Applications are usually accepted 3 times a year. Past rounds were usually July, November and March please check our web site www.mass.gov/wtf for details. • Applications not approved may be revised and resubmitted for a later deadline • Application must be submitted on line
How Applications Are Evaluated Show Stoppers • Ineligible applicant • Failing to provide required documentation, e.g., • Company financials • Certificate of Good Standing from the Department of Revenue • Failing to demonstrate union support when training union members • Financial condition of the company deemed to be unacceptable • Failure to register with the Secretary of State’s office
How Applications Are Evaluated Perils • Failing to involve stakeholders in development of the plan • Senior Executives • Employees to be trained • Union representatives • High cost training proposals • Grant cost per person • Daily rate of training provider • Grant requests in great excess of a company’s own private investment in training • No credible plan to sustain training
How Applications Are Evaluated Recommendations • Focus on a few key goals that support critical business needs • Select training providers in advance and attach proposals/letters of agreement • If applicable, talk about accomplishments with prior public training funds • If a prior WTF grant was received how was training sustained after the completion of the grant

ROI Application Requirements • Return on Investment (ROI) Calculations • Simplified analysis of the monetary benefit of training to your organization, its employees, and the Commonwealth • Projections over the grant period – up to 2 years • Results are annualized
Skill Attainment Requirements • Skill Attainment • Description of skills to be acquired that improve employees credentials and employment potential • Within your company • Within your industry • Within the general labor market • Examples: • Basic skills such as English language skill development • Skills that are part of your organization’s career ladder • Industry recognized credentials or certifications
