  1. Maryland Industrial Partnerships mission statement Enable technology commercialization by jointly funding innovative, collaborative R&D projects between Maryland companies and University System of Maryland faculty.

  2. GOALS • Leverage Maryland Companies’ R&D Funds • Strengthen USM’s Research and Academic Programs • Promote Economic Development in Maryland

HOW MIPS WORKS • Company initiates project proposal to meet its own R&D goals • Company may have existing relationship with USM faculty or may contact MIPS staff to match them with a faculty member with the necessary knowledge and expertise • MIPS proposal co-authored by company and USM faculty member(s) • proposal includes a University Budget and a Company Budget for Project • If selected, company and MIPS jointly fund project • Based on its size, company provides a cash match as a percentage of the University Budget and “in-kind” match that is the company’s effort on the project • MIPS also contributes cash as a percentage of the University Budget note: MIPS funds are only applied to work performed by university researchers (MIPS funds do not go to the participating company)

  6. MARYLAND COMPANY • manufacturing, service, or R&D operations in the state • or it must establish such operations within the year that the project is awarded • sales offices do not constitute an adequate presence in Maryland

  19. FAQ’s • What happens to IP created during the course of a MIPS project? 1. If IP solely created by company and unrelated to MIPS project, then the company owns the IP. OR 2. IP solely created by university during the MIPS project 3. IP created jointly by university and company then the university owns the IP and company has first option to an exclusive license; company also has a nonexclusive license to use the IP internally for research purposes Prior to submitting a proposal, MIPS strongly encourages companies to contact the participating university’s Office of Technology Commercialization for further info on terms of IP creation.

  20. FAQ’s • Who reviews the proposals? Technical Reviews - conducted by experts in the field from academic institution and federal labs; private companies and potential competitors do not review proposals Commercialization Reviews – conducted by service providers such as bankers, IP attorneys, venture capitalists, investors, economic development staff, etc. • If rejected, can a company reapply? Yes, we debrief companies on their proposals, suggest improvements that can be made, and encourage them to reapply based on their technical and economic reviews.
