Kentucky’s Public Safety Awareness Initiative Program Spectrum ManagementJanuary 00, 2005
Course Objectives • To educate the Public Safety Wireless Administrator with Spectrum Management issues such as: • To determine sufficient spectrum resources required to meet the present and future needs of the organization. • To develop strategies to acquire the needed spectrum resources. • To process the necessary paperwork to obtain the spectrum licenses from the FCC. • To ensure frequency licenses are adequately administered.
Lesson Plan • Define Wireless Spectrum • Federal Communications Commission (FCC) • Universal License System (ULS) • ULS Home Page • License Search • Role of APCO in Applying for a License
Wireless Spectrum • Complete range of frequencies that can be used for wireless communications. • Public Safety allocations are scattered in discrete bands across the spectrum. • FCC manages spectrum allocation.
FCC • Rules and Regulations • Develops policies and implements regulations in response to petitions from industry and the public. • Licensing • Organizes and manages the complete range of frequencies that can be used for wireless communications. • Refarming – making more efficient use of the Radio Spectrum currently in use.
License Search Mountains of Paperwork Surfthe Paperwork or Use ULS from the FCC Web Site
Universal Licensing System • Electronic licensing system that integrates multiple databases into a single system. • Paging • PCS • Cellular • Aircraft • Ship • Coast & Ground • Microwave • Antenna Structure Registration • Commercial Radio Operator • Land Mobile • Amateur
Applying for a License Use Association of Public Safety Communication Officials (APCO) www.apcointl.org
APCO Services • Early Project Radio Frequency (RF) Assessment and Engineering • Accurate and Complete Application Preparation • Fast, Efficient, Accurate Frequency Coordination Process.
RF Engineering • Review searches for a single frequency or a range of frequencies within any given band frequencies based on location and distance for land mobile radio. • Produce advanced RF coverage and interference plots. • Experienced and qualified engineering staff in frequency coordination and interpreting FCC rules and regulations
License Preparation • Operates its own computerized and integrated Form 601 system and process to ensure accuracy and speed. • Staff experienced in application preparation and processing: • FCC ULS Policies and Procedures • FCC Licensing • Knowledge of FCC Rules and Regulations • Knowledge of the Coordination Process.
Frequency Coordination • FCC mandates the license application must obtain certification from an FCC designated frequency coordinator in your radio service area. • Public Safety agencies can not apply directly to the FCC to modify or add frequencies. • FCC has certified APCO to perform the coordination process to choose appropriate frequencies for land mobile radio systems.
APCO Fees APCO Coordination Fees New Stations / Major Modifications 30 MHz – 512 MHz 806-821/851-866 MHz (non NPSPAC) $2101 Per Frequency/site combination 821-824/866-869 MHz (NPSPAC) $601 Per Frequency/site combination($100 minimum per application) FXO/FX3 Station Classes $2101 for the first site plus $10 for any reuse of that same frequency at each additional site. 1 Per frequency or pair of frequencies (as described by the FCC) per site.

Review Areas of Study • Lesson Plan • Define Radio Spectrum • Federal Communications Commission (FCC) • Universal License System (ULS) • ULS Home Page • License Search • Role of APCO in Applying for a License
Class Exercise • Lab Assignment #1 • Determine the number of radio licenses the City of Hopkinsville operates under. • Identify the radio frequencies the City of Hopkinsville operates under. • Does the City of Hopkinsville operate under the Public Safety Frequencies in the 800 Mhz Band (806-821/851-866)? • Does the City of Hopkinsville have any pending applications? • Who is the signature of the application?
Class Exercise • Lab Assignment #2 • Determine the number of licenses operating within the Commonwealth of Kentucky for the following pool of frequencies: • GF Public Safety Ntl Plan, 821-824/866-869 • GP Public Safety/Spec Emerg, 806-821/851-866 • PA Public Safety 4940-4990 • PW Public Safety Pool, Conventional • SL Public Safety 700 • YF Public Safety Ntl Plan, 821-824/866-869, Trunked • YP Public Safety/Spec Emerg, 806-821/851-866, Trunked • YW Public Safety Pool, Trunked
Action Plan / Wrap Up • Browse the FCC and APCO Websites for more information on Spectrum Management • Tap into the knowledge base at APCO and the Commonwealth Office of Technology regarding Spectrum Management ideas and issues • Identify potential partners to share spectrum resources
