A POLICY FRAMEWORK FOR THE MANAGEMENT OF MUNICIPAL SOLID WASTE (2005-2014)

CURRENT POLICIES • Landfillsfull • Solution: • Integrated Waste Management Facilities (IWMF) • incinertors? • air pollution control, environment impact assessment and high-level technological employment is three times higher than that of direct landfill disposal • dioxin contamination
CURRENT POLICIES • Reuse, Recover and Recycling • The Programme on Source Separation of Domestic Waste • Up to 2007, only 766 housing estates and residential buildings were participated in the programme, covering about 40% of the total population
CURRENT POLICIES • Avoidance and Minimization • producer responsibility scheme • waste-charging scheme • Only limited extent • emphasizes on industries and the distributors but not directly on citizens
CURRENT POLICIES • On Food Waste • Green Lunch Charter • use of reusable containers and adoption of “on-site meal portioning • Not many schools are willing to participate in the on-site meal portioning due to limited space • Organic Waste Treatment Facility (OWTF) in 2013 • Can only handle 200 tones per day (v.s. 2996 tones produced)
