Appendix – Public Sector Clients • Public sector leaves of absence may involve the necessity to protect the rights of the employee on leave to return to the exact same job and rank on return. In cases where this occurs and it is necessary to backfill the position while the incumbent employee is away on leave, it may be necessary to follow out-of-class (or higher class) procedures for the replacement employee. These could involve temporarily paying the replacement employee a higher rate and / or accruing seniority or other benefits based on the assignment. The process used to select replacements for such situation can be complex and varies widely across clients. A separate blueprinting workshop is generally advisable when such requirements apply. Additional development and configuration, esp. in the time and payroll areas, is likely. • Special requirements typically apply when public safety employees (Police, Fire, National Guard, etc.) go on leaves of absences. Benefits eligibility requirements frequently differ depending on the nature and length of the leave. These considerations should be addressed during Business Blueprint to ensure adequate coverage during Realization.
