Brief of Galileo Program • In October 2003, China and EU signed the Political Agreement of Galileo Cooperation which is witnessed by Chinese Premier, Wen Jiabao, President of European Commission, Romano Prodi and Italian Premier, Silvio Berlusconi. • On October 9, 2004, NRSCC and GJU signed the Technical Cooperation Agreement. • On March 9, 2005, NRSCC and China Galileo Industries (CGI) signed the Primary Contractor Agreement. 5

Brief of Galileo Program • 9 September 2003, China Europe GNSS Technology and Cooperation Center (CENC) was established in Beijing jointly by MOST, EC and ESA • Located in Founder Building in Zhongguancun, CENC now is an important window to distribute the information about Galileo and Compass in China

China Contribution to Galileo IOV Phase With the approval of the State Council, China Galileo Industries (CGI) was established in Dec. 2004 CGI is designated by Chinese government as prime contractor of the projects in IOV phase, and with years of experience, CGI possess great knowledge of Galileo project management and implement liaison work among a variety of stakeholders.   13. Next Step of Cooperation Began • 20 October 2008, 4th Steering Committee of Cooperation was held in Beijing, • H. E. Mr. Ruete, Director General of DG TREN, EC • H. E. Mr. Jianlin Cao, Vice Minister of MOST • Working plan of starting cooperation between Europe and China on next phases of Galileo Project was agreed. Two issues will be talked about: • Participation of China into Galileo • Compatibility and Interoperation between Galileo and Compass

Cooperation Between Galileo and Compass • Compatibility • China encourages international cooperation to ensure COMPASS to be compatibility and interoperability with other systems. • We support development and production of the interoperable receivers, to provide better services to users with interoperable terminals.

Conclusions • Both sides from EU and China consider the importance of cooperation on Galileo and are willing to go furthermore according to the agreement signed in 2003. • Chinese industries are strongly willing to be involved in Galileo FOC procurement opened on July under the cooperation with EU counterparts. • Chinese Competent Consortiums have capabilities good enough in mass production, mature GNSS equipment and services contribution, collocating resources, and support provisioning. • On site visit to Chinese Industries are more than welcomed.
