  1. Introduction • This PowerPoint presentation was developed to introduce the Federal Fire Department Hawaii to a 48/72 (2on/3off) work schedule. • This presentation compares the current “24 on 24 off” schedule to the proposed “48 on, 72 off” schedule. • Please view this presentation as a possible alternative work schedule with an open mind and you just might find yourself surprised at the end. THE 48/72 • After reviewing other DOD Fire Departments across the Country, there are an increasing number of them using this schedule with satisfaction. • Several others are actively investigating it. • Departments that have changed over to this schedule went thru a six month trial period. • In some cases, an escape clause was added to the agreement to allow management or labor the ability to opt out of the trial period at any time. Though, NO department has ever exercised this clause.

  3. THE 48 / 72 • NONE of the agencies that have implemented this schedule have decided to return to the previous 24/24 schedule.

  4. THE 48/72 • The way it works: • You would work two days (24), off three (72), on two days (48), off three (72), on two (48), and off two (48). • There are seven “GROUP’S” with a mixture of three groups on duty each day. • We propose that GROUP’s are rotated annually to assure equality.

  5. What does the 48/72 schedule look like? This is one of several groups firefighters would fall into.

  6. How many three day off’s do I get in comparison ? 24/24 Schedule • 1per pay period. • 2 / 3 per month. • 24 three Day Breaks & 4 two Day Breaks per year. 48/72 Schedule • 2 per pay period. • 4-5 per month. • 51 per year.

  7. How many days will I wake up at home with my family? Current Schedule • 3 days a month, 5 days if you have a five day that month. • 44 days per year 48/72 Schedule • 10-12 days per month • 127 days per year • Well Over a 100% Increase in staying at home time

  8. How does this schedule affect my commute to or from work? Current Schedule 156 days per year commuting Using example commute of 45 miles with 45 minute average travel time: 14040 miles per year 234 travel hours per year. 48/72 Schedule 78 days per year commuting Using example commute of 45 miles with 45 minute average travel time: 7020 miles per year 117 travel hours per year.

  9. How does this schedule affect my commute to or from work? • Only ½ the commute miles, meaning less gas used as well as less wear and tear on vehicles…. • Not to mention time spent commuting when you could be home with your family.

How does this schedule affect my commute to or from work? • Current Schedule • 156 days per year commuting without A/L • Using same example commute of 45 miles with $3.00 per gallon gas on average and an average of 20 miles to the gallon: • 7020 miles per year • 351 gallons of gas • $1053 gas cost per year. • 48/72 Schedule • 78 days per year commuting • Using same example commute of 45 miles with $3.00 per gallon gas on average and an average of 20 miles to the gallon: • 3510 miles per year • 175.5 gallons of gas • $526.50 gas cost per year.

  11. How much will I save? • Regardless of your mileage, how far you travel, or how spectacular your vehicle’s gas mileage is, your current fuel costs are cut in half by going to the 48/72 schedule. • You will also see your Brakes, Tires, etc…last much longer.

  12. How much will I save? • Save wear and tear on yourself by sitting in traffic 50% less. • Have 50% less exposure to a possible traffic accident. • Fewer miles driven each year will reduce your insurance costs. • Vehicle retains value over a longer period of time due to lower mileage.

  13. Fatigue and the 48/72 One of the biggest advantages of the 48/72 schedule is it allows employees more opportunity to recover from sleep deprivation / long-term fatigue.

Fatigue and the 48/72 • Departments using this schedule found that after the schedule change, concerns about increased fatigue were not realized. • Departments found that over time the schedule can significantly reduce fatigue. • Departments saw no increase in injuries or disabilities resulting from the schedule change. • Departments have seen a REDUCTION in sick leave use.

Fatigue and the 48/72 • During busy periods, short term fatigue is expected for some individuals working our current schedule, the 48/72, or any schedule. • It’s the nature of being a Firefighter • Many employees already work extended shifts (i.e. 48s or 72s) by trading time and or overtime. • 48/72 schedule increases rest periods from 1 day to 3 days and increases the frequency of those rest periods. • The frequency of 3 days increases to a 3-day every week, as opposed to only a 3 day every two weeks and a 5 day only once every 14thweek.

CON’S 3 groups have every other weekend off.The trade off is that they WORK A FULLWEEKEND (Saturday and Sunday) EVERY other weekend 2 groupsNEVERhave a full weekend off, they work either Saturday or Sunday EVERY weekend. The other 2 groups are off 1 full weekend and work 1 day the next. 1 group never works a Saturday and the other never works a Sunday.

  17. CON’S Bear in mind that Captains, Paramedics, and EMT I’s must be spread out evenly. This system does not give EVERYONE more quality time with his or her family. This is an individual determination that depends on which group you are assigned to and YOUR own family situation.

  18. CON’S Under the 48-72 schedule every other day there is only ONE group available for MANDATORY overtime (People going off duty), the other days there are only two groups. At a single rig station, every other day there will usually be only 2 people available for mandatory O/T. The larger stations will have it a little better as there will be more people in each group. But still, half of the days each pay period only one group is available for mandatory O/T and the other days only two. The group you are in has the same schedule each pay period. There are NO rotating days off, and NO 5-day breaks.

  19. CON’S Each year 1 or 2 groups will get stuck working both Christmas Eve and Christmas Day or New Years Eve and New Years Day. A & B Shift will cease to exist. Under the Group System, you will work with different people every day. Company Officers will no longer have a “company”. It changes every day. The dinner clubs that many participate in will be much harder to manage.

  20. CON’S • Every shift is a 48 hours • This disturbs a long standing routine • May cause stress with some family routines initially. • Second of 2 shifts could be more demanding if a busy first shift occurred. • Would have to take off both work days to ensure having off on the second day – unless you worked out a trade time with someone else, which would still be available. • Decrease in Morale of some members, simply because they do not want to try the 48/72 schedule.

  21. PRO’S • A standardized 2 week schedule which is easier to plan around. • Better continuity of workflow for two days in a row • Less money spent on rising fuel costs. • Easier to maximize leave used. • Still able to trade days as on the current schedule but with an increase in rest time after any work period.

  22. PRO’S • Increase in Morale as seen in Departments that have switched. • More days start at home with your family. • Commuting time and distance cut in half, resulting in less driving expenses and less wear and tear on vehicle and you. • Commuting gas cost cut in half, due to half the number of trips back and forth to work. • No more waiting with anticipation for 14 weeks (5 day weekend) or two weeks (for a 3 day) . 3day breaks are every week!

  23. What do we do now???? • If you think this proposal has merit, talk it up with your crew, families, other members, and Union Steward. • If enough interest is shown, we can move towards a poll and than a vote to move forward with a trial run period of six months or a year. • The trial would be contingent on approval of management.
