Reporting Obligations • Countries are expected to report on progress every 2 years (not compulsory) • 8 goals, 18 targets, 48 indicators • In 2005 the Secretary General will prepare a global report and present it to the General Assembly • 40 countries submitted the first report • 60 countries still preparing • 5 countries have submitted a second report LCG-WAGE Jan 2004

Current Status • UNDP circulated guidelines for the preparation of the report (no longer than 20 pages) • Task Force has prepared a draft submitted to the team for discussion and inputs • UNICEF will incorporate comments and send report to UNDP (February 2004) May 2004 deadline for consolidated report

Main issues in draft report • Some improvement • True empowerment still a far reaching objective • Girls’ enrollment increased (urban slums have 20% lower rates) • Secondary level enrollment for girls increased • 37.7% in higher secondary level • Quota for recruitment of female teachers in primary school (33.5% of teachers are women) • 17% in secondary school: no quota set by GoB • Enforcement of laws required to reduce marriage of adolescent girls

Main issues in draft report • Ante-natal care 41.8% (2003) • High rate of delivery at home (87.7% in 2003) • High maternal mortality • Anaemia over 50% in pregnant and lactating women • More gender awareness needed on trafficking, sexual exploitation, HIV/AIDS, acid attacks, domestic child labour LCG-WAGE Jan 2004

Main issues in draft report • Women’s mobility and economic role • about 1.5 m in garment sector • Disparity between men & women in labour force in both agricultural and non-agricultural sector • Wage differential • In the public sector women account for 10.7% of the total employees • Participation in the political arena (300 seats, 6 women MPs) • In Union Parishad 1/4th of the members directly elected women LCG-WAGE Jan 2004

Main issues in draft report • Government’s reservation on CEDAW to be withdrawn (article 2, 16-1c) • Need to implement existing laws and remove gender discrimination • Domestic violence to be included into the Women & Children’s Repression Prevention Act • Enactment of law in case of rape and violence • Need to raise the social movement to take action against discrimination • Stop early marriage & dowry demands • Involvement of men (CEDAW) LCG-WAGE Jan 2004

Main issues in draft report • Positive steps : • Country wide campaign against violence and hotline • One-Stop Crisis Centre in Dhaka • One stop service at Upazila level • Law on Acid Throwing enforced • GoB’s decision to establish safe home for women & children not yet convicted • Withdrawal of ban for working abroad LCG-WAGE Jan 2004

Recommendations • Support women in Medium size Enterprise development • Training programme for skill development for women garment worker to deal with post Multi Fibre Agreement (MFA) • Policy to increase female participation in Govt. jobs to 50% • Establish proper working environment and facilities such as day care centres • Include gender in PRSP • More seats for women in parliament and in local government LCG-WAGE Jan 2004

  17. Future Steps • Globally : • In 2005, indicators can be revised and new ones can be added • Bangladesh : • Define mechanisms to facilitate interaction between LCG - WAGE and Task force 2 • Define mechanism for LCG - WAGE to provide feedback on consolidated report LCG-WAGE Jan 2004
