  2. Session Overview In this session, we will discuss about the preparation of the statements Nos. 5 and 6. Various sources from which the data for the Statement No. 5 and 6 are prepared will be discussed. RTI, Nagpur

  3. Learning Objective • By the end of the session, we will be enlightened with the preparation of the statements Nos. 5 and 6 from the Statement Nos. 18, 16, and Register of Guarantee Sanctions. Additional checks prescribed by the Headquarters for these two statements will be discussed along with the keys used for preparation of these statements. (Chapter 2 of MSO (A&E) – Vo. II) RTI, Nagpur

  4. Statement No.5 - Loans and Advances by the Government. This indicates in lump the overall picture of the loans and advances(subsector-wise) made by the Government and also arrears in recovery of overdue installments and interest thereon. The details of the transaction are given in St.No.18. Format: Figures to be depicted in crores of rupees. RTI, Nagpur

  5. Additional checks to be exercised on “Statement No. 5” as prescribed by the Headquarters Office. (1) Footnote to explain the reasons for minus balances. (2) The figures given in this Statement should tally with the figures available in Statement No. 18. (3) Information may be given separately regarding extent of recoveries in arrears, both principal and interest, in respect of categories of loans, the detailed accounts of which are maintained by the Departmental Officers and those in respect of which the detailed accounts are kept by the Accounts Office. (4) The loans and advances in respect of which the terms and conditions of repayment have not been settled may also be indicated. RTI, Nagpur

Additional checks to be exercised on “Statement No. 5” as prescribed by the Headquarters Office (contd…) (5) Short notes may be added indicating the state of initial loan accounts maintained by the Departmental Officers. Details of concerns which have gone under liquidation and from which the recovery of loan is outstanding may be stated. RTI, Nagpur

  7. Statement No. 6 - Statement of Guarantees This shows the amount of guarantees given by the Government to various institutions together with the maximum amount guaranteed and the amount actually outstanding. Format: Figures are incrores of rupees. RTI, Nagpur

  8. Additional checks to be exercised on “Statement No. 6” as communicated by Headquarters Office: • The information provided in the Statement should be current. • The guarantee commission taken as receipt in the accounts should agree with the receipts shown in the Statement 11. • Guarantee Commission outstanding for recovery should be mentioned.
