Scope of the SIEC Inventory: • 1,400+ Public Safety/Initial Responders • Inventory must be created via Internet interface with security • Inventory must also allow for other modes of input • Must involve 9 Homeland Security Regions • Must be more comprehensive than State inventory • Requirements • Inventory must be validated • Must have all required elements necessary for a third party to make • recommendations for a statewide radio system. • System and plan are to last for multiple biennia • Plan must be able to anticipate future requirements for growth and • technology
Good news…there is help • DIS applied for a grant in behalf of the SIEC to fund a statewide • interoperablity study and plan. • $850,000 awarded to help with this process • However… • The money will not be available until sometime after July 1st
Other states…some larger, some smaller did what we are • planning to do • Wyoming, for example was able to put together an inventory and • plan in 15 months. • Wyoming worked fast • Most other states took longer • We will work faster…
We propose… • SIEC inventory for all public safety agencies will be completed and • submitted to the legislature by January 30, 2005. • SIEC statewide Final Communications Plan will be completed and • submitted to the legislature by May 30, 2005.

Department of Corrections Institutions • Maintains organization to respond to incidents involving offenders in or areas surrounding facilities • Typically not a first responder to incidents or situations in the community • Special teams may be requested by local agency for support if available and approved. Primary interest is the well-being of the facility
Department of Corrections Pre-Release, Work Release and Community Corrections • Typically dependent on community resources for Police, Fire and Medical • Staff not a first responder to incidents or situations in the community • May be requested to augment existing local resources, if available and approved

Department of Corrections Pre-Release Facilities • Tacoma Pre-Release utilizes the communications radio system operated from McNeil Island Corrections Center. • Pine Lodge Pre-Release has an on-site 800 MHz system and VHF
Department of Corrections Work Release Facilities • No on-site radio system, use DOC radios or cellular phones for on-site communications. • Radios operating in simplex mode. • Cellular phones are Nextel, direct connect.
Department of Corrections Community Corrections Field Offices • No DOC radio systems installed • Officers assigned to special units/task force are provided equipment to support assignment by DOC or partner agency. • Majority of field officers are dependent on partner agency for local communications including lease/loan of equipment and system access.
Department of Corrections Current Partnerships • Washington State Patrol - VHF equipped Transport Bus on state highways (LERN) • DNR - Fire Crews and equipment co-located at existing tower sites, (institutional relationship). • DOT - shared 800 MHz frequency to provide improve DOT radio coverage at I-5 Seattle Convention Center and Hwy 512 Puyallup South-Hill area.

Department of Corrections Under Study • Proposal to upgrade McNeil Island Corrections Center (MICC) to a Trunked System to support DOC and DSHS Special Commitment Center. • Proposal by city of Tacoma to install equipment at existing MICC Tower and share trunked system to support DOC, city of Tacoma, and DSHS Special Commitment Center.
Department of Corrections Mobile Emergency Response Vehicle • MERV is an interoperability asset for DOC incident response, supporting cross-band communications with responding agency’s • Self Contained or 120 volt hook-up • Radio Bands - 800 MHz, VHF, and UHF • Cellular and SAT phone capable
Department of Corrections Initiatives • Centralize communications administration • Establish agency-wide communications standards for equipment and operations • Assess system capabilities supporting DOC and interoperability recommendations/standards • Incorporate interoperability functionality in planning, improvements or acquisitions.

DEPARTMENT OF NATURAL RESOUCES Radio System Description • VHF frequencies (151 to 172 MHz). • 3 Radio systems. • State repeater system. • Region repeater system. • Emergency portable repeater system.
