Rational for using outside Contractors for Gatling Gun Gatling gun program review June 28th-29th, 2012 • DOE has set limits on the number of non-scientific personal to be employed by the department. • As the result the Gatling Gun cannot receive the same degree of support as other higher priority projects. • So to make progress on this project, we must go to outside contractors!

  4. XHV Chamber manufacturing experience Gatling gun program review June 28th-29th, 2012 There were concerns that large XHV chambers could not be built byUS industry. After implementing the lessons learned from the development program XHV experience with the manufacturer of large chambers in US industry now exists. The successful testing of the Grand Central Chamber proves this.

  5. Outside vs. onsite development pros. and cons. Gatling gun program review June 28th-29th, 2012 • Pros. • Eliminates the non scientific head count issue. • Costs are controlled by the use of firm fixed priced contracts. • Overruns are the contractors problem and can’t be billed without formal contract changes . • Using the contactors existing infrastructure eliminates the need to expend limited resources to establish and maintain our own, and no space charges. • By not methodizing , an contractor can apply his expertise into the job and make the product better than originally expected. • Contractors can perform safety testing and can certify a product as safe for operation at BNL. • Cons. • Contractors may have priorities that are at odds with scientific inquiry. • The contractor may down play a serious issue or exaggerate a minor one to satisfy his agenda. • A contractor may indicate he is following instructions but actually does what he believes is best for him. thinking we will never find out or his solution will be just as good. • Contractors can have a misunderstandings about a job or bid on the job with out understanding it’s details , not carefully reading the Spec, or not taking the SOW seriously, then delays occur in correcting these misunderstandings.

  6. How to take advantage of the Pros and avoid the Cons. Gatling gun program review June 28th-29th, 2012 It is essential to visit the companies regularly and see that the contractor fully understands the tasks he is asked to perform. If possible establish multiple vendors to perform similar tasks to maintain a sense of competition and to avoid being cornered. Establish and regularly maintain lines of communication with decision makers in the company. It is important to resolve problems quickly, to close the loop and never leave open issues. Never be complacent, it is better to ask the questions and probe the knowledge of the vendor to assure they have a full understanding of the problem and the solution. It is best to establish longer term professional relationship with vendors and to get to know their inner workings

Developmental efforts and contractor facilities Gatling gun program review June 28th-29th, 2012 It is sometimes necessary to improve the Contractors facilities to help them improve their in house capabilities. BNL supplied equipment can help expedite work and is cost effective avoiding the markup charged if the vendor has to purchased the equipment themselves,. We have supplied RGA’s, ion pumps, NEG pumps, and the 3-BG super gauge. Making the Job easier to do, makes the job go faster with fewer mistakesand the contractor retains the experience

Status of MDC projects • MDC was the first Contractor to officially achieve 10^-12 scale vacuum. • As far as we know this is the largest vessel to reach this vacuum level built by industry • MDC’s ISI division is proceeding with completing orders for the Gun laser windows and the Combiner’s ceramic break that is scheduled to be completed by early September. Status of projects at Stangenes industries Components of the Anode Solenoid array • Testing of High Voltage of Vacuum Feed through • 250KV achieved, • Testing on hold pending high voltage supply repair • Improvements to the HV feed through • Manufacturing is underway • Focusing Solenoids, Anode Sub. Assy- manufacturing underway • First Bend dipole • Detailed design underway Testing and repair of the 250 KV feed through Gatling gun program review June 28th-29th, 2012

System integration and test plans of the Gatling Gun assembly Gatling gun program review June 28th-29th, 2012 • Early next fiscal year the majority of components for the Gun assembly will be ready for assembly. • Main, gun chamber • Transition chamber • Anode assembly • Combiner brake • Exchange chamber • High voltage feed through • System will be assembled and ultimate vacuum will be established. • The Gun assembly will undergo High Voltage system tests. • After these tests are complete the assembly will be shipped to BNL.

System integration and test plans of the Grand central assemblies Gatling gun program review June 28th-29th, 2012 • Early next fiscal year all the major components of the Grand Central Chamber assembly will be ready for integration. • Main vessel • Magnetic manipulators • New set of cathode preparation Trees • Ion pumps and controls • The system will be integrated, base vacuum established, and then shipped to BNL

Outside vs. in-house development pros and cons and how to avoid contractor problems were presented. Status of major Gun and Prep. Chamber components at MDC, Atlas Technologies, Transfer Engineering, and Stangenes Industries were listed System integration plans of the Grand central and Gun chamber assemblies were presented.
