SCOTE 2011 Annual Meeting: FHWA Opening Remarks and Updates Mark Kehrli June 20, 2011
Why Does FHWA Focus on Improving Operations? • Reduce/manage impacts of congestion • More efficient movement of passengers and freight • Improve safety and sustainability of the highway system • More cost effective investment of limited resources • Promote a more proactive approach
Proactively Operating the Transportation System Requires • Real-time information • Good analytical foundation/tools • State of the art technologies and strategies (some levers to pull to help things improve/act differently) • Integration across system elements, jurisdictions, and modes • An organization and workforce capable of managing all of the above
FHWA Operations Themes/Program Areas • Building a Strong Foundation for Proactive Operations • Accelerating Implementation of Operations & ITS Technologies and Strategies • Operations and Freight Performance Measurement and Management • Organizing and Planning for Operations • Traffic Analysis Tools • Traffic Control (MUTCD)
FHWA Operations Themes/Program Areas 2. Managing Congestion by Improving Reliability and Operating the System at Peak Performance • Active Transportation and Demand Management • Arterial Management / Traffic Signal Operations • Congestion Pricing • Real-Time Transportation Information • Road Weather Management • Traffic Incident and Events Management • Work Zone Mobility and Safety
FHWA Operations Themes/Program Areas 3. Improving Reliability Through Efficient Movement of Freight • Commercial Vehicle Size and Weight • Freight Data and Analysis • Freight Operations and Technology • Freight Professional Development
Traffic Control (MUTCD) • Couple NPAs (Notice of Proposed Amendments) coming • Working on response to Pavement Marking Retroreflectivity NPA • Arrow-per-Lane Official Interpretation • Went live with web version “Official Rulings” database
Road Weather Management • Web-based training course on Weather-responsive Traffic Management (WRTM) - 1st half of 2012 • Workshop on WRTM strategies – to be held in conjunction with the Transportation Management Center (TMC) Pooled Fund Study (PFS) on Oct 6-7 in Portland, OR • Annual Road Weather Management Stakeholder Meeting on Sept. 7-9 in Albuquerque, NM • Under the ITS Connected Vehicle Program • Developing software to process data from vehicles and turn it into useful weather and road condition observations. • Using observations to support State DOT MDSS & Maintenance Management System applications
Road Weather Management • Published several reports pertaining to Road Weather Management (especially WRTM) • Weather Information Integration in Transportation Management Center (TMC) Operations • Baselining Current Road Weather Information • Data Mining and Gap Analysis for Weather Responsive Traffic Management Studies (WRTM) • Traffic Analysis Tools (TAT) Volume XI – Weather and Traffic Analysis, Modeling, and Simulation • Microscopic Analysis of Traffic Flow in Inclement Weather • Clarus Quality Checking Algorithm Documentation Report • An Analysis of Temperature and Pressure Data from Connected Vehicles in the Developmental Testbed Environment
Traffic Incident and Events Management • TIM Workshops : • Current focus on top-40 metro areas • 10/15/15 in FY10-FY12 • Customized Action Plan developed • 23 so far (4 more planned this summer) • TIM Decision-maker Discussions – 14 so far • Rural Freight Corridors – 1 so far (multi-state I-80)
Traffic Incident and Events Management • TIM Self-Assessment • National TIM Framework • TIM Training Standardization • TIM Public Outreach Toolkit • TIM/Planned Special Events Conference (2012) • TIM Incident Specific Performance Metrics • Operation Safe Commute Research/Pilots • TIM Peer-to-Peer Program • TIM Cost Management and Cost Recovery • TIM International Scan (2012) • SHRP2 L12 TtT – Responder Certification Training
Traffic Incident and Events Management: National Partnerships • American Association of State Highway and Transportation Officials (AASHTO) • National Traffic Incident Management Coalition (NTIMC) • International Association of Chiefs of Police (IACP) TIM Subcommittee • US Fire Administration (USFA), International Association of Fire Chiefs (IAFC) and International Association Fire Fighters (IAFF)
